Description
The Naval Warfare Center Aircraft Division Lakehurst intends to solicit Bell-Boeing JPO with Boeing Helicopter as the lead to provide depot level maintenance support regarding the petculiar support equipment (PSE) supporting the V-22 in the following areas. 1) Aerial Retractable Refueling Probe, 2) Fuel Probe Control Valve, 3) Refuel/Defuel Valve, 4) Swashplate Actuator, 5) Electric Ramp Resue Hoist, 6) Variable Frequency Generator (VFG), and the necessary Monthly Program Plan, Trip Reports, and Conference minutes. The delivery of the completed plan is 12 months after contract award. This acquisition is for Bell-Boeing to review and verify each identified SERD at the Depot Level maintenance activity (for Boeing responsible components). The Government intends to proceed under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation Section 60.302-1. As designer, developer, and original equipment manufacturer for the V-22 aircraft and associated SE equipment, Bell-Boeing JPO is the only source that possesses the required proprietary rights and nondisclosure agreements necessary to design, develop, manufacture, and support the Organizational, Intermediate, and Depot Level Peculiar Support Equipment Program (PSE). As the OEM, Bell Boeing (JPO) is the only firm that possesses the detailed technical knowledge necessary to meet the needs of the Government. The Government will consider all responses received within 15 days after the publication of this synopsis, however, determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
