Description
This acquisition will provide Radiation Hardness Assurance Test Structure Development and Validation for the Defense Microelectronics Activity (DMEA) 4234 54th Street, McClellan, CA 95652-2100. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. The purpose of this task is to perform research, analysis, and testing efforts necessary for improving and assuring the radiation tolerance/hardness of Commercial off the Shelf (COTS) processes currently being installed and to be installed in the DMEA flexible foundry. Specific activities to be accomplished include: researching the impacts of implementing licensed processes into the flexible foundry on radiation tolerance and performance in the military environment and developing the means by which these processes might be controlled, tested and hardened for better performance in strategic space radiation environments. Responses shall be limited to 10 pages and shall include the following criteria to demonstrate the offeror?s ability to comply with the requirement. Failure to provide to any one element in this section shall be cause for elimination from consideration: (1) Must propose to all of the major elements in the statement of work. (2) Shall provide a listing of Radiation Hardness related conferences attended. (3) Shall provide a listing of published and presented papers at conferences related to Radiation Hardness of Integrated Circuits. (4) Contractor shall give references of at least 3 other customers. (5) All personnel that are proposed to work must be United States citizens in order to get into the DMEA secured facility. (6) Prior to contract award, all personnel that are proposed to work on this requirement must provide proof of possessing a SECRET security clearance. All criteria are weighted pass/fail. Anticipated Period of Performance: Base year 04/01/07 to 03/31/08. Option period one (1) 04/01/08 to 03/31/09. The Government does not intend to pay for any information provided in response to this synopsis. All respondents are reminded of the required Central Contractor Registration (CCR) requirement and Online Representations and Certifications Application (ORCA) to be considered eligible for any potential Department of Defense contracts.
