- NAICS Code: 541990 Title: "Increase Demand For, and Availability of, Energy Efficient Homes" Posting Date: February 7, 2007 Procurement Office: U.S. Environmental Protection Agency (EPA), Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date: February 22, 2007 THIS IS A SOLE SOURCE PROCUREMENT, NOT A RFQ The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnership Division (CPPD), ENERGY STAR Residential Branch (ESRB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Residential Energy Services Network (RESNET) in Oceanside, California. The purpose of this acquisition is to develop guidelines and verification processes for modular homes built in HUD code plants and provide analysis on potential scoring discrepancy between ENERGY STAR performance and prescriptive path. The contractor will also administer a quality assurance program for the Home Energy Ratings Industry using infrared imaging and support analytical work to determine options for revising HERS protocol for multifamily housing. RESNET is the national accrediting body for Home Energy Rating Providers and administers the national Home Energy Rating system. RESNET's mission is to improve the energy efficiency of the nation's housing stock and to qualify more families for home ownership by expanding the national availability of mortgage financing options and home energy ratings. This is not a request for quotation. No contract will awarded on the basis of offers received in response to this notice.
