NAICS Code: 541611 Title: "Development and Implementation of Training Workshops About ENERGY STAR Qualified Manufactured Homes, and Development and Dissemination of ENERGY STAR Efficiency and Quality Assurance Guidelines for Modular Homes Built in HUD-Certified Plants" Posting Date: February 7, 2007 Procurement Office: U.S. Environmental Protection Agency (EPA), Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date: February 22, 2007 THIS IS A SOLE SOURCE PROCUREMENT, NOT A RFQ The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnership Division (CPPD), ENERGY STAR Residential Branch (ESRB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Manufactured Housing Research Alliance (MHRA) in New York, New York. The purpose of this acquisition is to develop and implement a series of training workshops to educate and train manufacturers, retailers, and installers on how to build, install, and certify ENERGY STAR qualified manufactured homes. The contactor will also develop a set of quality control guidelines and compliance procedures that will enable builders of ENERGY STAR qualified manufactured homes to also produce ENERGY STAR qualified modular homes, piggy-backing on the existing quality control guidelines and compliance procedures that exist for manufactured homes. MHRA is uniquely qualified to develop and hold training workshops for ENERGY STAR qualified homes, as well as to develop protocols for building ENERGY STAR qualified modular homes due to MHRA's management and staff's detailed knowledge of the ENERGY STAR program. MHRA has helped develop manufacturing and quality control procedures that laid the groundwork for what became the guidelines used by all plants to construct ENERGY STAR qualified manufactures homes. MHRA has intimate knowledge of the technical and quality control processes that builders and installers need to adhere to in order to build these homes, and they also have the knowledge necessary to adapt these processes to accommodate modular homes built in HUD-code plants. This is not a request for quotation. No contract will awarded on the basis of offers received in response to this notice.
