Description
The Marine Corps Regional Contracting Office Northeast, on behalf of the Marine Corps Recruiting Command, Quantico, Virginia, requires a full-service advertising firm capable of providing all necessary management, supervision, personnel labor, material and equipment (except for Government furnished items) required to plan, create, design, produce, place, evaluate and measure the effectiveness of advertising and special events in support of Marine Corps recruiting marketing. The firm shall be capable of using all available media formats, including, but not limited to, television, radio, magazine, newspaper, internet, direct mail, outdoor, transit, promotional material (posters, brochures, etc.), videotape and film. In addition, the firm will be responsible for event marketing planning and execution; recruiter training; lead management services, to include information and database management of leads data; warehouse storage of fulfillment materials; management of a clo sed loop leads management system; television public service program reproduction, distribution, tracking, and film storage. The firm shall be capable of meeting the worldwide dispersion of the campaign and Governments requirement for an adequate cost accounting system. A performance work statement is provided as an attachment to this posting. In addition to the functional areas listed above, the firm is encouraged to describe additional ?value added? capabilities, if available. Agencies possessing the capabilities noted are encouraged and invited to submit the following: Comments on the performance work statement, and a statement of capabilities. Responses should describe the firm?s ability to meet the Government?s requirements. At a minimum, interested agencies should respond to the following questions in their capability statements: In order to further that research, a response to the following questions is required: 1. What type of advertising/marketing services do you normally offer to the commercial market? 2. Which, if any, of these services do you provide to Federal, State or Local Governments? 3. Do you consider yourself a ?full service? firm? 4. Are you classified with the Small Business Administration (SBA) as an 8(a) firm, small disadvantaged business, woman-owned business, etc?.? 5. Does your firm possess cost estimating and accounting systems capable of estimating and collecting data for cost reimbursable contracts? 6. Does your firm provide advertising, marketing, and special event services, or would it be necessary to subcontract? If so, how much? 7. How do you measure your success? 8. What value would a military account bring to your firm? Given the current world situation, would this be viewed as an opportunity or challenge? 9. Explain your firm?s ability to execute multiple military services? advertising contracts simultaneously? 10. Please provide any additional information you feel would be helpful. In addition, please provide the name, postal address, phone number and email address of the firm?s point of contact (POC). Capability statements will be reviewed to identify the firm?s potential of fulfilling the Government?s requirements. This request for information (RFI) is for market research and planning purposes only and shall not be construed as a request for proposal (RFP). This request is not an obligation on the part of the Government to acquire goods and/or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of responses to this RFI and the Government?s use of the resultant information. The Government recognizes that proprietary data may be part of a firm?s response to this RFI. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Interested parties are advised not to submit proposals in response to this RFI. The Government intends to release a request for proposals for the subject capability in third quarter FY07. Capability statements shall be no more than fifteen (15) total pages in length, inclusive of all sample materials and commercial product literature.
