- This pre-solicitation notice references solicitation N00253-07-R-0005, which was incorrectly numbered. The correct solicitation number is N00253-07-R-0015. The Government requires the procurement of equipment and services that will further develop the use of a new rapid prototyping process and equipment known as Rapid Cast Technology (RCT) at NUWC Keyport. The Government intends to solicit and negotiate with only one source, The Ex-One Company, 1 Industry Blvd., Irwin, PA 15642-0470, under the authority of FAR 6.302-1. Only one source will satisfy agency requirements [10 USC 2304(c) (1)]. Due to the required items, the contract will include a Firm Fixed Price portion for the purchase of equipment and a Cost Plus Fixed Fee portion for the required services. The equipment portion is two-phased. In the first phase, the vendor will provide a system capable of producing sand casting molds directly from Computer Aided Design (CAD) Standard Triangle Language (STL) files and all ancillary equipment needed. The second phase shall be a system upgrade. The second part of this procurement is for services that will include performing res earch and developing new processes for using RCT in a wider variety of metal alloys, higher melt temperatures, increased casting complexity, mold design analysis and new mold media/ binders which will result in a RCT capability with wider applicability to DoD needs-resulting in greater opportunities for cost savings and lead time reductions. The anticipated period of performance for this contract will be a period of twelve (12) months with an option period of an additional twelve (12) months for the required services. This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement or submit proposals. The solicitation number for this requirement issued as a request for quotation is N00253-07-R-0015. The applicable NAICS code for this requirement is 333512 and has a size standard of 500 employees.
