- The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote to acquire janitorial services (commercial services). The work is to be performed at the Fort Mifflin Project Office located in Philadelphia, Pennsylvan ia. This procurement will be awarded for a base year plus four option years. The initial period of performance for the base year is 10 months, from 1 April 2007 through 31 January 2008. All of the four option years will have a 12 month period of perform ance, from 1 February through 31 January. The acquisition will be a best-value procurement performed using the procurement process prescribed in FAR Part 12, Acquisition of Commercial Items. Offers will be reviewed for completeness in satisfying the requ irement of the RFQ. Award will be made to the offeror whose proposal offers the best value to the Government in terms of the factors as stated. Technical factors, when combined, are more important than price. Technical factors are of equal importance. Award of a contract will not be based solely on a lowest price basis. Offerors shall submit their proposals in two separate parts; a price proposal and a technical proposal. Each technical proposal shall be evaluated on the basis of the following factors : (1) Technical Adequacy, (2) Managerial/Organizational Capability, and (3) Past Performance. The price factors are price reasonableness and realism. RFQ No. W912BU-07-T-0020 will be available on or about 12 February 2007. Solicitation documents, plans , and specifications will only be available via the Federal Technical Data Solution (FedTeDS) homepage https://www.fedteds.gov. Interested offerors must register with FedTeDS before accessing the system. FedTeDS registration requires the following info rmation: CCR Marketing Partner Identification Number (MPIN), DUNS Number or Cage Code, Telephone Number, and E-mail Address. Registration Instructions can be found on the FedTeDS website by clicking on the Register With FedTeDS hyperlink. Interested off erors should select the Begin Vendor/Contractor Registration Process option. Offerors who have registered with FedTeDS must access the data for this solicitation by way of the hyperlink established via the FedBizOpps announcement. Offerors cannot log int o the FedTeDS home page and search for data directly. Offers will be due on 23 February 2007 at 2:30 p.m. ET and must be mailed to USACE, Philadelphia District. Offerors are responsible for printing paper copies of the solicitation. Hard copies will n ot be available. This procurement is 100% Small Business Set-ASide. The NAICS Code is 561720 with a size standard of $15 million. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. Award will be made as a whole to one offeror. No other notification to firms for this project will be made.
