Description
A market survey is being conducted to determine if there are adquate HubZone, 8a, Service Disabled Veteran Owned Small Business contractors to construct and modernize research and development R&D laboratory facilities. This includes the removal of office space in existing R&D facilities, the retrofitting of existing R&D laboratories and test stands, and the construction of new administrative and laboratory space. Additional work includes replacement of a cooling pond with cooling towers and convers ion of the cooling pond and fording pit areas into an exterior vehicle test bed facility and R&D vehicle/equipment maintenance and storage area. Support facilities include electrical service; gas, water, and sanitary utilities; oil separator; fire protect ion; paving, walks, curbs, gutters; storm drainage; site improvements; erosion control; building information systems; and connection to the Energy Monitoring and Control System. Access for the handicapped will be provided. One road will be realigned as p art of this project. Heat will be provided by connection to the central steam plant, and air conditioning will be provided by self-contained units. Construction contract will be advertised as a design/build Request for Proposal and the successful offeror will be selected using a best value evaluation process. Contract duration is 540 days. The estimated cost range is between $10,000,000 and $25,000,000. This project is planned for advertising in May 2007. Twenty percent of the work is to be self-perfo rmed. All interested SBA HUBZone certified or SBA 8a certified or SDVOB contractors should notify this office in writing by mail by 2:00 PM on 20 February 2007 Louisville local time. Responses should include (1) Identification of the company as either SB A HUBZone certified or SBA 8a certified or SDVOB, (2) Past Experience  describe completed projects that are similar in size and scope of the proposed project, the percentage of self-performed work, how the project was accomplished , and performance rating for the work, (3) Letter from bonding agency indicating performance and payment bonds approval for the project in the dollar range listed above, and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished. NO TE: If qualified SBA HUBZone certified, or SBA 8a certified, or SDVOB contractors do not respond, this planned contract action will be converted to a full and open competition.
