Description
An upgrade of the current Supervisory Control and Data Acquisition (SCADA) system in use at Truman Power Plant, Stockton Power Plant, and Clarence Cannon Power Plant in Missouri to one that meets current industry standards is needed. The current syst em in use was installed in 1993 by Hewlett Packard (HP) and Computerized Process Unlimited (CPU). The Truman plant remote controls the Stockton plant, the Clarence Cannon plant, and the Clarence Cannon re-reg dam from its control room over a leased-lined c onnection. The system utilizes the HP Real Time Application Platform (RTAP) and Allen Bradley (AB) PLC5 programmable logic controllers (PLCs). The RTAP database contains approximately 1500 points between the three plants. The upgrade is needed because th e SCADA system has become antiquated and obsolete and does not have the capabilities that are now needed. System support for software and hardware is difficult to attain. The scope of work is for an upgrade to the existing SCADA system. The existing AB PLC5s and all the termination points will be utilized in the new system. The upgrade will include the purchase, installation, and set up of the following: new SCADA software , redundant SCADA servers, redundant operator workstations; an engineering workstation, flat panel displays, and all necessary equipment to upgrade the existing local area networks (LANs), wide area networks (WANs), and communication links between the pl cs and servers to ethernet. The setup will include all the necessary programming and work to setup the new SCADA software and to integrate the plants existing temperature recorders, SLC 5 controllers, micrologic controllers, sequence of events recorders (SER), and the Schweitzer communication processors into the system. The upgrade to the entire SCADA system should be completed at all locations under a single contract to insure compatibility and reliable interfaces.
