Description
The Department of Veterans Affairs, VA Caribbean Healthcare System, Procurement Business Division, Tres Ríos Building - San Patricio, #27 Ave. J. González Giusti Suite 600, Guaynabo, PR 00968, is seeking for a qualified firm available to provide necessary Equipment, Labor and Supervision to perform Insurance Verification, Pre-Certification and Authorization Services, Billing and Follow up Services, Collection Process and Accounting Receivable Management Services (except as may be expressly set forth in the solicitation package to be furnished by the Government) in support of the Medical Care Cost Fund (MCCF) Recovery Program at the VA Caribbean Healthcare System, Fiscal Office - MCCF/04, Tres Rios Building, San Patricio, 27 Ave. J. Gonzalez Guisti, Suite 600, Guaynabo, PR, 00968, VA Medical Center, #10 Calle Casia, San Juan, PR, 00921-3201, VA Ponce Outpatient Clinic, lot 37, Santiago De Los Caballeros Ave. Km 3.3 Finca Multedo Estrella, Ponce, PR 00731and VA Mayaguez Outpatient Clinic, De Hostos Ave #345, State Road #2 Km 156.2, Mayaguez, PR. The qualified firm shall render complete BILLING AND THIRD PARTY COLLECTION SERVICES under applicable North American Industry Classification System (NAICS) code number 561440. This procurement is UNRESTRICTED. The contract resulting from this procurement will be awarded to the responsive and responsible offeror whose offer, conforming to the solicitation requirements will be most advantageous to the Government, in terms of technical factors and sub factors, past performance and price. Offer shall include a fee for each clinical line item shown in the Schedule of Price Section of the solicitation, or offer will be unacceptable to the Government based on the solicitation terms and conditions. There will be no public bid opening on the due date specified in block 8 of the SF1449. The Government reserves the right to award without discussions; therefore, the offeror shall submit the most favorable terms and technical information with their offer. Offerors shall submit all technical questions regarding the solicitation to the Contracting Officer, in writing, once the Request for Proposal (RFP) documents are posted to the web site and no later than 10 days after issuance of such solicitation documents. Questions may be sent via facsimile attention to the Contracting Officer (CO). Verbal or telephone inquiries won't be accepted. All responses to written questions, which may affect offers, will be incorporated into a written amendment to the solicitation. Solicitation packages will not be accepted via facsimile. Offerors shall go to Fedbizopps web site http://www.fedbizopps.gov/ to download the solicitation package including the attachments and/or amendments to the solicitation. In case of time extension of the solicitation due date, the CO will be extending the time, via amendment to the solicitation, which all interested offerors shall be responsible to verify at Fedbizopps web site, for changes or amendments done to the solicitation prior the solicitation due date. Each offeror shall acknowledge receipt of each amendment, submitting each amendment attention to the CO at Department of Veterans Affairs, VA Caribbean Healthcare System, Procurement Business Division, Tres Ríos Building - San Patricio, #27 Ave. J. González Giusti Suite 600, Guaynabo, PR 00968 by the solicitation due date. RFP Solicitation package will be available to the interested offerors on or about February 14, 2007, and it will be due on March 1, 2007, by or before 02:30 PM (America/Puerto_Rico time).
