Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to amend a purchase order on a noncompetitive basis to American Society of Human Genetics, 9650 Rockville Pike, Bethesda, MD 20814, in support of the Fellowship Program For Genetics Professionals. This amendment of Purchase Order number 263-MJ-613197 will extend the period of performance from September 30, 2007 to December 31, 2007. The National Human Genome Research Institute (NHGRI) and The American Society for Human Genetics (ASHG) established a fellowship program designed for genetics professionals who are in the beginning of their careers and are interested in the development and implementation of genetics health and research policies. The Fellows participate in policy analysis at NHGRI and work directly with the U.S. Congress. ASHG employs the fellows and both ASHG and NHGRI share in the cost. The first half of the year long fellowship is spent in the Policy and Program Analysis Branch of NHGRI, and the second half is spent in a Congressional office or Congressional committee. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.5M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing special notice number NHLBI-PB-HG-2007-095-KLW may be submitted to the National Heart Lung, and Blood Institute, Consolidated Acquisitions Center, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Kesha Williams.
