- Through a Reverse Auction under Invitation for Bid (IFB) CC-07-03, the National Institutes of Health will purchase toilet tissue, c-fold and hard roll towels as well as dispensers for these items for the Housekeeping and Fabric Care Department (HFCD) of the Clinical Center in accordance with the salient characteristics delineated in the subject IFB. Requests for the IFB must be via e-mail only to the Contracting Officer or contract specialist at aargaman@cc.nih.gov or ljohnson@cc.nih.gov. . THESE REQUESTS MUST CONTAIN A FULL E-MAIL ADDRESS, TELEPHONE/FAX NUMBER AS WELL AS A MAILING ADDRESS AND THE NAME OF A CONTACT PERSON. TELEPHONE REQUESTS FOR THIS IFB WILL NOT BE ACEPTED. Closing date for responses is approximately 18 calendar days after issuance of the IFB. The NAICS codes for this procurement is 322291-500 employees or less. AWARD OF THIS REQUIREMENT WILL BE MADE ON AN ALL OR NONE BASIS. THIS MEANS THAT ANY VENDOR?S RESPONSE TO THIS IFB WHICH OFFERS TO PROVIDE ONLY SOME, BUT NOT ALL OF THE ITEMS FOR ALL ANTICIPATED YEARS OF PERFORMANCE OF THIS CONTRACT, WILL BE DETERMINED NON-RESPONSIVE AND NO FURTHER CONSIDERATION WILL BE GIVEN TO THAT VENDOR. It is anticipated that a firm-fixed price indefinite delivery (requirements) type contract will be awarded for a period of one year with four 12-month option periods. ONLY THOSE VENDORS WHOSE PRODUCTS ARE DETERMINED BY THE GOVERNMENT TO MEET ALL OF THE SALIENT CHARACTERISTICS CONTAINED IN THE SUBJECT IFB AND ADDITIONALLY WHOSE INITIAL BID SUBMISSION COMPLIES FULLY WITH ALL IFB REQUIREMENTS, WILL BE INVITED TO PARTICIPATE IN THE REVERSE AUCTION AND SUBMIT PRICING. NO PRICING IS TO BE SUBMITTED WITH THE INITIAL RESPONSE TO THIS IFB. This IFB will be available electronically on/about February 8, 2007, and may be accessed through the FedBizOpps. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted. All other concerns regarding specifications or questions regarding the solicitation are to be directed to the Contracting Officer or Contract Specialist at the e-mail addresses above and MUST be received prior to the date and time required for initial bid submissions.
