- Sources Sought to provide engineering support and technical oversight of the Nevada Test Site (NTS) 138 kV primary power transmission system relay protection settings and schemes and bus differential relay protection, transformer relay protection and various voltages (69kV, 34.5kV, 12.47kV, etc) distribution protection relay settings. The support will include the following: Review of existing relay settings on the Nevada Test Site 138/69/34.5/12.47 kV systems, including the related substation one line diagrams and schematics. Using the existing protection model, modify relay settings where necessary, to ensure each relay?s protective settings are coordinated between each 138 kV substation within the NTS 138 kV loop and with each provider of power. For each 138kV substation evaluate the settings for the 138kV bus differential relays, transformer differential relays, and distribution protection relays for coordination and proper settings. Modify relays settings where necessary to ensure proper setting. Develop the necessary calculations to support any relay setting modification. Provide technical oversight to the Contractor to modify relays requiring protective settings adjustments. This includes a site visit to ensure that the relay settings are properly implemented in all relays. The Subcontractor shall provide technical oversight to the Contractor for all tasks. There shall be no contact work by the Subcontractor. The Subcontractor must be familiar with and use Electrocon International?s CAPE and SKM?s CAPTOR and Dapper programs for relay setting calculations and setting input. The Subcontractor must be familiar with and use the SEL-5010 and SEL-5030 computerized program for setting the Schweitzer Engineering Laboratories (SEL) relays. The overall Scope of Work is summarized as follows: The subcontractor must be familiar with and possess the ability to apply and set SEL mirrored bit technology. The Subcontractor must be familiar with and possess the ability to set, but not be limited to, the following types of SEL relays, I/O processor and communication processors: SEL-221G, SEL-311C, SEL-311L, SEL-321, SEL-351, SEL-387, SEL-501, SEL-551, SEL-2100, SEL-2410, SEL-2020, SEL-2030 and SEL-2032. The Subcontractor must be familiar with and possess the ability to set GE, ABB, BBC, Westinghouse and other manufacturers older style solid state and/or electromechanical relays. The Subcontractor must be familiar with and use SEL-5010 and SEL-5030 computerized format suitable to be downloaded into the SEL relays. The Contractor will provide both a hard copy format and SEL-5010 electronic copy for all relay settings to the Subcontractor. Weekly written summary reports are to be provided on tasks completed for the week and planned work for the following week. Weekly reports are to be submitted no later than 12 noon, Thursday to the Contractor. The sequence of work will follow the sequence of the list of substations (below). The sequence of work is subject to change by the Contractor.
