Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service located in Honolulu, HI has a requirement for a contractor to organize two collaborative research projects that will run consecutively over the contract period. Phase 1 will focus on striped marlin in the North Pacific Ocean and will span 5 months. Phase 2 will focus on swordfish and bluefin tuna in the North Pacific Ocean, and this research will span 7 months. Specific tasks include compiling relevant catch, effort and biological data, estimation of standardized metrics of relative abundance, and model development and testing. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Dr. Momoko Ichinokawa as the only source who can complete work under proposed contract. This project requires the services of fishery scientist that has access and familiarity to confidential fisheries data housed at National Research Institute of Far Seas Fisheries (NRIFSF) in Shimzu, Japan. The fisheries data are central to the completion of stock assessments conducted under the auspices of International Scientific Committee for Tuna and Tuna-Like Species in the North Pacific (ISC) and Western and Central Pacific Fisheries Commission (WCPFC). The distribution of these fisheries data are limited and the data are in Japanese. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Dr. Momoko Ichinokawa without further notice. A firm fixed price purchase order will be issued with performance start date of March 1, 2007 and end date of Feb 28, 2008. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to (206)526-6025, attention Maria Mendoza. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov.
