Description
The Natural Resources Conservation Service in New York is seeking qualified firms to provide real estate appraisal services throughout the state. Appraisals are required for the purchase of conservation easements under the Wetlands Reserve Program. Approximately 50-100 separate appraisals are required each year. The average easement size is 50 acres. The purpose of the appraisal is to provide an opinion of market value of the entire subject property (larger parcel) before acquisition of an easement (before value) and an opinion of market value of the entire subject property remaining after the proposed easement has been placed (after value) as of a current date of value. The appraiser shall recognize that in a before and after appraisal, the partial interest being acquired is not actually be appraised. What is appraised is the larger parcel before and after the conveyance of the partial interest. Appraisals shall comply with the Uniform Standards of Professional Appraisal Practice (USPAP), Uniform Appraisals Standards for Federal Land Acquisitions (UASFLA a.k.a Yellow Book) and Supplemental Standards as issued by NRCS. A performance based, multiple award, indefinite-delivery, indefinite-quantity contract is anticipated. Any contract resulting from this solicitation will have a one year base period from April 1, 2007 through March 31, 2008 and the option to exercise up to four (4) one year option periods for a total of five years. The minimum the Government will order is $10,000 in services, and the maximum is $100,000 in services in the base year, or any of the individual option years, per contract. PRESELECTION CRITERIA: To be considered for a multiple award contract from this solicitation Appraisers MUST be New York State Certified General Real Property Appraisers (or obtain a temporary practice permit in New York State and be in good standing with the licensing authority where the credential is issued), and provide a copy of license/credential. Evaluation for award will be based on (1) Technical Competence/Experience ? the ability to demonstrate competency in compliance with USPAP in conducting appraisals of agricultural properties with and without conservation easements of the requested type; (2) Educational Background ? the ability to provide documentation of appraisal education courses attended such as eminent domain or conservation easements, and Yellow Book; (3) Past Performance ? the ability to demonstrate past performance on government contracts and with private sector in terms of cost control, quality of work and compliance with performance/delivery schedules. After award, task orders will be developed, as needed, on a County basis. All Multiple Award Contract-holders will be offered an equal opportunity to submit a quote for task orders before they are issued. Task orders will be issued to the offer most advantageous to the government based on price, proposed delivery time, and minimum order requirements. The solicitation package will be issued within 15 days of the date of this notice.
