Description
The US Agency for International Development intends to issue a Request for Proposals (RFP) to solicit proposals from eligible and qualified firms/organizations to provide grants and financial management services in support of a multi-donor funded Civil Society Funding Mechanism (CSFM) activity that provides grants to indigenous organizations in support of activities scaling up effective and comprehensive responses to HIV/AIDS, orphans and vulnerable children (OVC), Tuberculosis and Malaria in Uganda. The contractor will serve as the financial management agent (FMA) for the Civil Society Funding Mechanism (CSFM). The contractor will be contractually accountable to USAID. However, the contractor will also be responsible to the participating donor agencies for successful management of their individual and pooled funds as outlined in a Memorandum of Understanding between the participating donors. The goal of the CSFM is to facilitate civil society to make greater and more effective contributions to the goals and priorities outlined in the National Strategic Plan (NSP) for HIV/AIDS, the National Strategic Programme Plan of Implementation (NSPPI) for OVC and the Health Sector Strategic Plan (HSSP) II for HIV/AIDS, Malaria and TB. The purpose of the CSFM is to attract joint funds and disburse them swiftly and efficiently to civil society organizations to enable scaled up and effective comprehensive responses to HIV/AIDS, OVC, TB and Malaria. The CSFM allows for decision-making and allocation of collective resources based on analysis of gaps and local priorities, and is supposed to reduce the administrative burdens on both donors and civil society partners. This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. The authorized geographic code for this activity is 935. This RFP is expected to be issued o/a February 8, 2007 and will be distributed through the Federal Business Opportunities (http://www.fedbizopps.gov) website. Any amendments to this solicitation will also be issued and posted on this website. All questions regarding this solicitation should be directed through the mechanism provided on the FedBizOpps website. The release of this notice in no way obligates USAID or the U.S. Government to release an RFP or make an award of any type.
