Description
The National Institute of Justice (NIJ) is the research, development, and evaluation agency of the U.S. Department of Justice and a component of the Office of Justice Programs (OJP). NIJ provides objective, independent, evidence-based knowledge and tools to enhance the administration of justice and public safety. NIJ supports research that can provide knowledge and tools to guide policy and practice. NIJ is seeking concept papers that will enhance the ability of law enforcement personnel in dealing with the threat of Improvised Explosive Devices (IEDs) and Vehicle Borne Improvised Explosive Devices (VBIEDs). NIJ is especially interested in proposals for the development and demonstration of new tools to respond to suspected IEDs, particularly in the following areas: 1. Vehicle bomb neutralization. 2. Vehicle bomb confirmation 3. Diagnostic tools for bomb disposal. 4. Explosive separation tool. 5. Lightweight protective ensemble. The National Institute of Justice previously issued a solicitation on Grants.Gov for concept papers for the areas listed above under solicitation 2006-NIJ-1141 entitled ”Enhanced Tools for Improvised Explosive Device (IED) and Vehicle Borne IED Defeat.” The Government originally intended to make award to successful applicants via single or multiple grants. The Government has now decided to solicit and make awards under this BAA as a contract document, not a grant. Applicants who have already responded to solicitation 2006-NIJ-1141 IED (known hereafter as Phase I Applicants), do not need to reapply or resubmit their concept papers under this BAA unless they wish to withdraw or modify their offer. This does not imply that that your application has been selected or rejected. Applicants must however ensure that their application is in compliance with any new or modified terms and conditions of this BAA. Applicants have the right to amend or withdraw their submission by contacting the contracting officer at the email address listed below. NIJ will continue its review of applications received in response to solicitation 2006-NIJ-1141 unless the applicant withdraws or modifies its offer. Phase I Applicants selected under the previous solicitation to submit their submissions for “full proposals” may be notified via e-mail on/after 22 May 2006. Full proposal submissions are due within 30 days of notification by the technical program coordination coordinatior. Phase I applicants must carefully review the BAA content to ensure the proposal meets the requirements of this BAA. If Phase I applicants wish to modify their proposal then they must notify the technical POC by 22 May 2006. The modified submission must be received by 1 June 2006. Phase II Applicants Responding to this Broad Agency Announcement (BAA) OJP BAA-2006-001 Phase II applicants are invited to submit concept papers for proposals under this Broad Agency Announcement. Applicants/offerors may view the original effort in its entirety by searching on the original Grants.gov solicitation number 2006-NIJ-1141. Instructions for new submissions will be incorporated into the final solicitation package and posted on FedBizOpps not later than 19 May 2006. The application deadline for Phase II Applicants to submit concept papers is Deadline: 1 June 2006 Phase II Applicants , who have been selected to submit a full proposal, will be notified to submit their full proposal for consideration not later than 1 August 2006. Awards for both Phase I and Phase II applicants may be considered for initial funding in FY 06 or FY 07.
