Description
This is a sources sought synopsis. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this request for information. The Naval Undersea Warfare Center Division Newport?s (NUWCDIVNPT) goal is to make Lean the basis for its business strategy to improve throughput and provide products and services to its customers in the most efficient and effective manner - an enterprise implementation. The enterprise implementation is to incorporate Lean Six Sigma Theory of Constraints and other related continuous improvement process improvement principles and tools. NUWCDIVNPT requires Lean support in performing training and implementation for full-scale Lean implementation in the diverse business and operational environments across the Command. The contractor is to provide Lean certified black belts to provide guidance and expertise in implementing Lean initiatives to all organizations within NUWCDIVNPT. The contractor is to define for the Government a world-class implementation (including metrics and standards of approach) identifying gaps between the current and the ideal state and assisting in the development of a rapid improvement action plan for the efforts required to close or eliminate the identified gaps. The contractor will provide program training, facilitate lean events and integrate functions or activities as necessary for NUWC to successfully implement the Lean processes. The contractor shall develop related expertise for Government employees through training and hands-on experience and include an appropriate exit strategy based on NUWCDIVNPT achieving a self-sustaining world-class capability. All interested sources are encouraged to respond to this synopsis and to identify their qualifications and experience no later than 16 February 2007.
