Description
The solicitation will be available on or about 12 February 2006 in lieu of 27 November 2006. Funds are not presently available for this contract. Government award of a contract under the terms of this procurement is contingent upon the passage of a bill for military construction funding currently pending before Congress. No legal liability on the part of the Government for award of any contract may arise until funds are made available to the Contracting Officer for this contract and the Contracting Officer confirms the funds availability by written notice to all offerors participating in the procu rement. This is an UNRESTRICTED REQUEST FOR PROPOSAL (RFP) BEST VALUE TRADE OFF WITH HUBZONE PREFERENCE; all responsible sources may submit an offer. The North American Industry Classification System (NAICS) code is 236115, New Single Family Housing Construction ( except for Operative Builders), $31.0 M average annual gross revenue for the last three (3) fiscal years. The estimated cost range of this project is between $25,000,000 and $100,000,000. The performance period for this project is 510 calendar days. The Go vernment intends to issue this solicitation through the use of the Internet only. Amendments to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or paper) will be provided unless the Government dete rmines that it is necessary. It is therefore the contractors responsibility to check daily for any posted changes to this solicitation. Please note there are special instruction pertaining to hand delivered bids. These special instructions can be viewed i n Section 00100 of the advertised solicitation. ALL BIDDERS ARE ADVISED THAT THIS PROCUREMENT MAY BE DELAYED CANCELLED OR REVISED AT ANY TIME DURING THE SOLICITAITON, EVALUATION AND/OR FINAL AWARD PROCESS. Project consists of providing whole neighborhood revitalization by design and construction of junior and senior noncommissioned officer (JNCO and SNCO) housing units and to demolish and replace inadequate family housing units in the Gatewood One, Two, and Three neighborhoods. Construction consists of variously configured units, equipment and appliances for functional living to include upgrades of associated neighborhood amenities and supporting infrastructure with modifications to accommodate the requireme nts for the handicapped. Both a technical and a price proposal will be required. The basis for award is BEST VALUE  TRADE-OFF. It is the Governments intent to award the contract as a best value procurement by using the Trade-Off process described in FAR Part 15. This process p ermits tradeoffs between price and technical merit/quality and allows the Government to accept other than the lowest priced offer. Evaluation factors may consist of the following: evaluation of housing/site design and engineering, key personnel, experien ce on similar contracts, and past performance. The Los Angeles District subcontracting goals are as follows: 51.2% with small business, 8.8% with small disadvantaged business, 7.3% with women owned small business, 3.1% with hubzone small business, and 1.5% with service disabled veteran owned small bus iness. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the Provisions of Public Law 95-507.
