- Description
- The USAF Test Pilot School (TPS) at Edwards AFB CA has a requirement for Qualitative Evaluation (Qual-eval) Support Services. The contractor shall provide pilot(s), maintenance crew, T-6 aircraft, and flights to support the USAF TPS Qualitative Evaluation Program. The Qual-evals are anticipated for Mar-Apr and Aug-Sep of each year. Flight times, number of flights and period of execution will vary somewhat but will be scheduled 4 weeks in advance. The Qualitative Evaluation Program consists of approximately one hour of classroom ground instruction and a single Qual-eval flight for each student. The contractor shall provide appropriately rated pilot(s) and required maintenance crew for the daily operation of the aircraft while at Edwards AFB. Additional incidental support would include cockpit familiarization training, 2 hour pre-brief before each sortie, and debrief for all designated USAF TPS personnel. Contractor shall allow an Air Force inspection team to perform an initial on-site inspection of the aircraft as part of the technical evaluation of proposal process as well as an aircraft inspection every two years thereafter. All Air Force Instructions (AFI?s) and Operating Instructions (OI?s) referred to in the Performance Work Statement (PWS) are available to the contractor/user through electronic media. Proposed basic period of performance will be 1 Apr 07 ? 30 Sep 07, with 4 one-year option periods beginning 1 Oct 07 and ending 30 Sep 11, if all options are exercised. The Government contemplates award of this requirement on/about 8 March 2007, with a performance start date of 1 April 2007. This is a FAR Part 12 commercial acquisition, 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 611512, Flight Training with a small business size standard $23.5 million dollars. The Request for Proposal (RFP) #FA9302-07-R-0007 and related documentation will be available on Federal Business Opportunities (www.fedbizopps.gov) approximately seven days from this notice. All information required for submission of an offer will be identified in the solicitation. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for contract award.
