Description
This amendment to the subject pre-solicitation is to read as follows: 1. This acquisition is a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541990 with size standard at $6.5 million. 2. The site visit is scheduled on the 7th of February is an optional and NOT MANDATORY. This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through the November 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-14. This acquisition is a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541990 with size standard at $6.5 million. The purpose of this procurement is to obtain professional creative services to develop exhibitions and supplemental programs under the leadership of the National Library of Medicine (NLM) Exhibition Program Staff. It is anticipated that one (1) up to ten (10) awards will be made from this solicitation and that the award(s) will be made on or about June 25, 2007. The contractors will be determined by the overall technical evaluation scores of their proposals. Contractors may propose to provide all or any combination of the following services. Proposals must clearly specify the categories and services being offered. Creative services includes: 1) exhibition design services; 2) web development; 3) audiovisual production; 4) multimedia production; 5) traveling exhibition services; 6) theatrical productions; 7) accessibility consultation; 8) audience research and evaluation services; 9) hardware integration and support services; 10) architectural and engineering services; and 11) curatorial expertise, research, writing, and editing services. The NLM has scheduled a site visit to review the performance site. The site visit is on February 7, 2007 from 2 PM to 4 PM Eastern Standard Time. All participants MUST meet the contract personnel, Uyen Phuong, at 8600 Rockville Pike, the Lobby of Building 38, Bethesda, MD 20894. The purchase order term will be July 2, 2007 through July 1, 2008 with options for four (4) successive one-year periods. Request for Quotations (RFQ) Number NLM-07-061-UHP will be available on or about February 26, 2007. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items.
