Description
SYNOPSIS FOR TECHNICAL AND OUTREACH SUPPORT SERVICES FOR DOMESTIC AND GLOBAL CLIMATE INITIATIVES AND GLOBAL CLIMATE CHANGE PROGRAMS. The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Change Division (CCD) intends to issue a solicitation for support in evaluating and implementing programs domestically and internationally, associated with GHGs and ODS, including CO2, CH4, HCFCs, HFCs, methyl bromide, PFCs, SF6, NF3, CFCs, chlorobromo methane, halons, hydrocarbons, potential substitutes for ODSs, and environmental emissions such as N2O, O3, CO, NOX and particulate matter. Other programs that will be supported are voluntary programs which promote profitable opportunities for reducing emissions of methane and High Global Warming Potential (High-GWP) Gases. These programs are designed to overcome a wide range of informational, technical, and institutional barriers to reduce GHG emissions, while creating profitable activities for industry. In addition CCD conducts technical and economic analyses related to the role of methane and other non-CO2 GHGs in climate change, including development of emissions inventories and mitigation cost analyses. This requirement is a re-competition of EPA contracts 68-W-02-027, 68-W-02-028, and 68-W-02-029; BPAs GS-10F-0036K, GS-10F-0124J and GS-10F-0283K. The EPA anticipates awarding multiple, fixed-rate, indefinite delivery/indefinite quantity contracts to support this requirement. The period of performance will be a base year with four, one-year optional periods. The total anticipated level of effort for all contracts is 243,000 hours over five years. All responsible sources may submit a proposal which shall be considered by the agency. This requirement will be partially set-aside for small business concerns. The EPA may award one or more small business contracts under this set-aside in accordance with the entire statement of work.
