- The Marine Corps Systems Command, Program Manager for Infantry Weapons Systems intends to award a sole source contract to Knight?s Armament Company, 701 Columbia Blvd., Titusville, Florida 32780 for various parts used with the MK-11 Mod 0 Semi-Automatic Sniper Rifle. The AT4 M136 is a self-contained, lightweight, recoilless, preloaded, disposable, man-portable weapon employed mainly against armored personnel carriers. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The authority for this sole source award is FAR 6.302-1 ?Only one responsible source and not other supplies or services will satisfy agency requirements.? Knight?s Armament Company possesses unique knowledge, capabilities and proprietary design rights for production of the MK-11 Mod 0 Semi-Automatic Sniper Rifle and is therefore the only vendor deemed qualified to provide this item. This not ice of intent is not a request for competitive proposals and no solicitation is currently available. However, interested parties may identify their interest and capability to respond to the requirement. Responses/proposals received within thirty (10) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. The North American Industry Classification (NAICS) Code is 332994, Small Arms Manufacturing. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). The solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible f or award. Interested parties may identify their interest and capabilit y to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 16 February 2007 to Commanding General, Marine Corps Systems Command, 2200 Lester St., Quantico, VA 22134.
