Description
Combined Synopsis/Solicitation The Individual Weapon Night Sight Image Intensified (IWNS I2) Solicitation No: M67854-07-R-1012 This notice is a combined synopsis/solicitation for Commercial items (as defined in FAR Part 2.1) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a paper solicitation will not be issued. Solicitation No: M67854-07-R-1012 is a Request for Proposal (RFP) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-04 and DFARS Change Notice 20050621. On behalf of the Marine Corps System Command (MARCORSYSCOM), Infantry Weapons Systems (IWS), Optics and Non-lethal Systems (ONS), this notice requests proposals for the procurement of the Individual Weapon Night Sight Image Intensified (IWNS I2). The NAICS Code for the IWNS I2 is 333314. The IWNS I2 will be procured utilizing a full and open, best value, competition. The Government reserves the right to award one or more contracts for the IWNS I2. The Government intends to issue a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract(s) (DPAS rated DO-A5) to the successful Offeror(s) representing the best value to the Government. All offers must be received not later than 1:00 P.M. local time, March 05, 2007. The IWNS I2 is intended to be an image intensified system. A Contractor may submit a fused day/night system. The enhanced capability provided by a fused device will be evaluated and considered objective level performance above requirements for the IWNS I2. A proposal does not have to include a fused day/night capability to be acceptable, and a fused day/night capability should not be proposed if it is not commercially available. See the Purchase Description for a detailed explanation of the requirements. The provisions in FAR 52.212-1 Instructions to Offeror(s) ? Commercial Items apply to this acquisition. Offeror(s) shall submit separate technical and business proposals. Offeror(s) are required to submit bid samples with their proposals. Offeror(s) shall provide seven (7) commercial-off-the-shelf items that will be used for user evaluation, optical, and environmental testing purposes. Only those proposals deemed to be in the competitive range will be considered and invited to participate in the user evaluation. The Government will evaluate proposals in accordance with FAR 52.212-2, Evaluation-Commercial Items. per FAR 52.212-3, offeror(s) shall register and update their Offeror Representations and Certifications ? Commercial Items via the ?Online Representations and Certifications Application (ORCA)? at https://orca.bpn.gov/login.aspx. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial items applies to this acquisition. The clauses at FAR 52.212-5 (a), (1), (2), and (d), Contract Terms and Conditions Required to Implement Statute or Executive Orders-Commercial items applies to this acquisition.
