- The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) intends to procure one (1) Pre-Production Differential Angle Protractor unit, one hundred (100) Production Differential Angle Protractor units, four one-year option periods for up to an additonal one hundred and thirty-two (132) Differential Angle Protractor units and Integrated Logistic Support Data. The Differential Angle Protractor unit is used to measure Main Rotor Blade angles during Flight Control Rigging Check at sea. Movement of the aircraft while at sea precludes the use of a conventional protractor to obtain the measurements accurately. The Differential Angle Protractor is Peculiar Support Equipment for the MH-60 aircraft. The Government plans to solicit and negotiate the procurement with Sikorsky Aircraft Corporation of Stratford, CT . Under the authority of FAR 6.302-1, this firm is considered the only supplier for this requirement, as they are the sole source designer and manufacturer of the H-60 aircraft. As such, Sikorsky is the only firm with the unique knowledge, experience, and propriety data required to fulfill this requirement at this time. The Government is not in possession of the drawings or technical data at this time. Interested firms may identify their interest and capability to respond to the requirement. NAWCADLKE intends to procure under the authority of 10 USC 2304 (c ) (1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
