Description
NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on FedTeDS website at https://www.fedteds.gov/. This solicitation will be issued in electronic format only. Paper copies of this sol icitation will not be available. Other methods of requesting a package will not be honored. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution (FedTeDs) Homepage https://www.fedteds.gov/. Regi stration for plans and specifications should be made via FedTeDS.gov Internet Homepage. Description of work: The solicitation will consist of constructing training ranges within the boundaries of the South Atlantic Division (SAD). SAD boundaries include Georgia, North Carolina and South Carolina. The projects may consist of constructing tr aining ranges along with associated Range support buildings such as control towers, unit staging areas, ammunition loading/storage facilities, bleacher enclosures, range operations facilities, general storage buildings, latrines, covered mess areas and oth ers as needed. Target emplacements may include stationary Infantry emplacements or targets and moving or stationary armor targets. The project will also include various site improvements including site grading, roads, and parking. Possible utilities req uired are electric, stormwater control, septic field, water, sewer, and building information systems. The contract award will be a Multiple Award Task Order Contract (MATOC). Three to four contracts will be awarded. The project will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposal (RFP) in accordance with FAR 1.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests w ith the Offeror. The anticipated magnitude of work under the contract is $100,000,000 to $250,000,000. Options may be included. Network Analysis may be required. Competition will be open to 8(a) firms nationwide with no geographical limitations which have 236220 among t heir approved NAIC Codes. This solicitation will be issued in electronic format only and will be available on or about 15 February 2007. Notification of amendments will be through use of FedTeDs. No additional media (CD-ROM, floppy disks, faxes, etc.) w ill be provided. It is the Offerors responsibility to check the internet address provided as necessary for any posted changes to this solicitation and all amendments.
