Description
The Demilitarization Enterprise has a requirement for contracted support. This primarily includes, but is not limited to, quantitative consulting services; Integrated Process Team participation; analysis supporting demilitarization execution plannin g, demilitarization technology development, risk assessment, safety assessment, and economic modeling; documentation; and quantitative assessments. This required support mandates that the contractor possess and maintain cognizance of, and expertise in, key technical and programmatic demilitarization issues. REQUIREMENTS/TASKS Support is required in the following functional areas: Task 1  Cost and Economic Analyses Decremented demilitarization execution and technology development budgets serve to emphasize the need for justification of courses of action based on cost-effectiveness. The Contractor shall evaluate the cost and economic consequences of alternative cours es of action related to ammunition and demilitarization strategic and tactical issues, to include statistical analysis of historical cost data, simulations addressing cost uncertainty, cost breakdown structures capturing total life cycle cost, and economic analysis addressing marginal costs, marginal utility, and elasticity. The Contractor shall refine/baseline a warfighter source-of-supply/cost avoidance methodology and demonstrate its applicability. The Contractor shall develop cost estimates to identify the resources required to enhance demilitarization capabilities at organic demilitarization installations. The Contractor shall support the efforts of the Demilitarization Research and Development Integrated Process Team in preparation of technology development resource requirements. Task 2  Decision Analyses The Contractor shall develop, implement, and disseminate methodologies to support demilitarization decision processes. These decisions may include choices among competing alternatives with limited resources, rank ordering of various decision criteria, or definition/refinement of performance metrics. The methodologies may include models and automated tools. The Contractor shall continue efforts to establish/implement Design for Demilitarization metrics. The Contractor shall monitor the use of metrics across the Enterprise and identify needed refinements. The Contractor shall perform special studies and process definition scenarios as identified by the Government. Task 3  Risk and Safety Analyses The Contractor shall perform statistical and stochastic analyses of the activities associated with ammunition and demilitarization processes. The statistical analyses may incorporate hypothesis testing, confidence interval development, and expected value analysis. The analyses may incorporate either purely quantitative or a mix of quantitative and qualitative data. The Contractor shall complete a risk exposure for munitions storage facilities to identify where the strongest risk responses are required and where the greatest amount of resources should be directed. Task 4  Programmatic Support The Contractor shall participate in demilitarization enterprise integrated process teams to support the continued refinement of processes, metrics, and decision tools implemented by the various teams and communicate and disseminate these refinements across the enterprise. The Contractor shall provide cost, economic, decision, risk and safety analysis services related to other demilitarization and ammunition management programs as required. This support will include data collection and assimilation; design of data collectio n, storage, and analysis approaches; preparation of technical reports and presentations; participation in technical working groups; independent verification and validation of technical and management alternatives; develop models and simulations, and consul t with/educate on the use of models and simulations. GENERAL PERFORMANCE TASK S The Contractor shall employ a program management structure to ensure the efficient execution of all tasks and the capability to report on the status of work performed. The contractor shall maintain and enforce a quality control process to ensure that the government receives the highest quality non-personal services possible under the terms and conditions of the contract. The contractor shall perform task management by providing continual refinement of schedule, resource requirements, approach methodology, and identification and resolution of problems areas. THIS PROCUREMENT IS 100% SET ASIDE FOR SMALL BUSINESSES. ALL RESPONSIBLE, RESPONSIVE SMALL BUSINESS CONCERNS MAY SUBMIT A PROPOSAL. A SINGLE AWARD WILL BE MADE FROM THIS SOLICITATION.
