Description
Comprehensive Aeronautical Engineering Services: This is not a request for proposals. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The US Coast Guard Aircraft Repair and Supply Center (ARSC) in Elizabeth City, NC is searching for sources that can respond in writing within 14 days of this announcement. The Government is searching for sources that can meet the specification outlined below. All companies that can meet the specification are encouraged to provide a capability statement, company literature, brochures, or any other information that demonstrates that specification can be met. Any capability statements, company literature, brochures or any other information should be sent to: Commanding Officer, Aircraft Repair and Supply Center (ARSC), C-130H Contracting Officer, HMF, 1060 CONSOLIDATED RD., Elizabeth City, NC 27909. Attn: LCDR Randall Hartnett. The goal of this Comprehensive Engineering Services Contract is to combine as many of the stated specifications under one vendor as possible, however, vendors are invited to respond even though they may not be able provide all stated services, especially if they are particularly strong in one particular area. The following is the specification for a Comprehensive Engineering Services Contract: Provide detailed structural repair procedures and substantiation documentation for major, non-routine, C-130 aircraft structural discrepancies, normally in an aircraft overhaul setting; Provide a qualified aircraft structural engineer on-site at the Coast Guard?s overhaul facility in Elizabeth City during normal office hours, although consideration will be given for personnel rotation not less than quarterly; Address aircraft discrepancies immediately and resolve with repair procedure as soon as possible; Conduct a wide range of reports and studies related to C-130 structural health, as directed by the Government, not limited to the following: development of an individual aircraft tracking and structural health monitoring program based on interpretation and analysis of recorded Nz response data, verification and validation of stress transfer functions based on electrical resistance strain gage interpretation and stress transfer function validation; Durability and Damage Tolerance Assessments, Aviation Structural Integrity Program (ASIP) development and maintenance in accordance with applicable USCG and USAF standards as they relate to the USCG?s mixed fleet of C-130H and C-130J aircraft; Single Flight Probability of Failure (SFPOF) Risk Analysis IAW Mil-Std 1530 to determine fatigue limiting ultimate life, Operational Usage Evaluation and Severity Factor, Corrosion Control Studies and Analysis. The USCG would also like to convert all of its paper maintenance records into an electronic database that would enable visual presentation of all previous structural repairs, corrosion, age of the aircraft, etc. The USCG plans to hold a pre-solicitation conference sometime during mid-March, 2007.
