- The Office of Headquarters Procurement Services is planning to solicit offers and negotiate a contract for security related technical and administrative support services for the Office of Health, Safety and Security (HSS). The support required is to develop, manage, and implement policies and procedures to identify highly-classified nuclear technology in support of non-proliferation objectives, specifically in the following areas: (1) Personnel Security, (2) Assessment and Integration Support, (3) Field Assistance Support, (4) International Safeguards and Physical Protection Support, (5) Materials Control and Accountability (MC&A) Support, (6) Planning and Technology Development, (7) Technical and Operations Security Support, (8) Security Analytical and Technical Support Services, (9) Administrative Support Services. This competitive acquisition is a 100% set-aside for small businesses under NAICS Code 541690, with a size limit standard of $6.5 million. A single performance based time and materials, award fee type contract is contemplated. The proposed period of performance consists of a 24-month base period and three 12-month option periods. The incumbent contractors providing support to HSS are Science Applications International Corporation (SAIC), under contract numbers DE-AC01-06SA06027 and DE-AT52-06NA00676 (DPMAC) and Jupiter Corporation, under contract number DE-AC01-06SA06044. A sources sought notice was issued on March 13, 2006 under number DE-RI01-06SA06006 for support to the Office of Security and Safety Performance Assurance (SSA). This Notice of Intent revises the identifying number to DE-RP01-07HS07014 based on the reorganization of the recipient office. The Draft Performance Work Statement, Position Descriptions and Estimated Level of Effort is available to download from this site, which is the official point of notification to the public. After the synopsis period, the entire solicitation will be available for downloading from the Internet via the "DOE Industry Interactive Procurement System (DOE-IIPS)", located at Internet address: http://e-center.doe.gov/. Proposals shall be submitted to DOE electronically via the DOE-IIPS. Instructions on how to submit your proposal electronically can be found in the help document, which is located at http://e-center.doe.gov/. Individuals who have the authority to enter their company into a legally binding contract and intend to submit proposals via the IIPS system must register and receive confirmation that they registered prior to being able to submit an application on the IIPS System. All questions relating to the RFP shall be submitted to DOE via DOE-IIPS; telephone or e-mail communications shall not receive responses. For technical assistance with the DOE-IIPS, offerors should call 1-800-683-0715, or e-mail the DOE-IIPS administrator at iips@pr.doe.gov. TELEPHONE RESPONSES AND INQUIRIES WILL NOT BE ACCEPTED. QUESTIONS REGARDING THIS REQUIREMENT SHOULD BE SENT VIA DOE IIPS. It is also the responsibility of the respondent to monitor this site for the release of (1) any additional information, (2) amendments to this notice, (3) solicitation(s), or (4) other related documents.
