- The Chugach National Forest intends to solicit proposals for the of development and composition of a formal Strategic Plan and an Implementation Plan for establishing an early detection rapid response system for exotic forest insects and diseases that threaten to enter Alaska. The strategic planning process will be used to refine, develop, and document the current bark beetle trapping structure for Alaska by accomplishing the following. Formulate a clear understanding of the current operating opportunities and threats posed by invasive insects and diseases and by mitigating their ecologic and socioeconomic impacts. Clarify the strengths and weaknesses of the various cooperating agencies and how the resources and core competencies of these agencies could be leveraged among each other. Generate and evaluate alternative long term goals and objectives to respond to those opportunities and threats. Develop clear and realistic operational and strategic goals, including the necessary budget, to achieve the desired strategic objectives. Develop a project plan to track implementation and monitor success. The Request for Proposal will be posted on the FedBizOpps website on or about 21 Feb 2007. Proposals will be due on approximately 5 March 2007. The estimated date of the Notice to Proceed is 17 Mar 2007 with an estimated start date of 28 March and completion date of 1 Nov 2007. A pre-proposal meeting, for all interested bidders, is planned for 27 Feb 2007 at 8 am Alaska time. Bidders may participate one of two ways: 1. by calling in to 907-743-9582 at the appointed time, or 2. by attending in person at USDA FS Chugach National Forest office located at, 3301 C St, Ste 300, Anchorage AK. AUTOMATIC NOTIFICATION: By registering to receive notification on posted synopses, you will be automatically notified via email of any changes to the project. To register, select Register to Receive Notification and follow the steps. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) has replaced the plan Holders Lists that was previously available with solicitation packages. Access the IVL for all projects through the FedBizOpps website. To register as an interested vendor, select Register as an Interested Vendor and follow the steps. Use the Register as Interested Vendor option to add your company name to the IVL and then view or print the IVL by selecting View List of Interested Vendors for each project. In order to receive any contract award, Vendors must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA).
