Amendment 03 The following amendment is issued to address the questions received from interested vendors and to revise the SOW. All other terms and condition of the original solicitation remain in effect. The due date for Proposal remains Feburary 12, 2007 Proposals are due by 3:00 p.m. EST, Proposals shall be submitted by email only to Kyle A. Turner at turnerky@mail.nih.gov Note: The NAICS Code is 561621 Security Systems Services (except Locksmiths) 1 Are the 2 new cameras for the data center to be included when their warranty runs out? If so, what is the date of the warranty? Govn't Respn: Yes ? See revised Security Surveillance Camera Equipment inventory within the SOW. 2 Please explain the cost reimbursement and handling fee for parts to be purchased. Govn't Respn: CLIN 0002 is available for maintenance parts and covert equipment on a Cost Reimbursable basis with a Not-To-Exceed $10,000.00. ODC Material Handing Rate:_______________% The contractor will procure all necessary repair parts, components necessary to support this effort and will submit these costs for reimbursement plus a material handling fee, if applicable. All requests for reimbursement will be supported by proof of purchase in the form of a detailed invoice or monthly statement. Supporting documentation for the previous months purchases will be submitted with the monthly service invoice. The contractor will ensure that all repair parts, components, and consumables are purchased in accordance with the governments guidance. The contractor will also provide approved purchase documentation for all items purchased and will ensure that all purchased above the Micro-Purchase threshold (less than $3,000) are supported with appropriate best value determination documentation, consisting of proof of three quotes and written approval of the Project Officer, in accordance with government guidance. The contractor will evaluate and make a recommendation on replacement of any piece of equipment when the cost of repair parts, components and consumables exceed $3,000 for that piece of equipment. 3 Since the contract may be renewed for up to 5 years, may we include a different cost for later years, or a yearly percent increase? Govn't Respn: Yes- A price proposal include a different cost for the option years. However, price evaluation will include an assessment of offered prices for reasonableness. Price reasonableness determination will be made on all line items Base and Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). 4 Is all of the wiring, including the long underground coax cables, to be included in the service agreement? Government Response: Yes 5 Will the Government evaluate an alternative proposal that includes using Government-leased cameras (as the Government-owned cameras are replaced), if the overall cost of this proposal is lower than the IGE of using Government-owned equipment? Govn't Respn: We will continue to operate under the system we now have and have no immediate plans to consider alternative proposals. 6 Will the Government evaluate an alternative proposal that includes a video surveillance approach that eliminates the need for the Government to have 24x7 security guard service to monitor banks of video feeds? Govn't Respn: See #5 7 Can you give me an idea of how many outside poles you would want installed or removed per year? Govn't Respn: There are no immediate plans to add or remove outside poles. 8 Is this contractor responsible for installing the two new cameras you anticipate installing? Govn't Respn: The contractor will be responsible for installing new cameras as the need arise. The two new cameras mentioned in the contract have been installed. (See revised inventory) 9 Are you going to publish preventive maintenance schedules for the different equipment? Govn't Respn: We perform preventive maintenance on all equipment bi-annually, at the beginning of the contract and six months into the contract. We will coordinate a schedule upon award. 10 Are you going to want weekly, monthly, or quarterly maintenance? Govn't Respn: In Addition to preventive maintenance bi-annually, we require services on an As-Need or On-Call basis. 11 Can we obtain a current / accurate set of drawings? Govn't Respn: Drawings are unavailable at this time. 12 Can we still submit a Proposal ? we were not able to attend the site visit? Govn't Respn: Yes, you can submit a proposal, the site visit was not mandatory. 13 The SOW states the Contractor shall furnish all necessary services and qualified technical personnel, not otherwise provided by the Government. What specific technical personnel are to be provided by the government? Govn't Respn: Deleted: not otherwise provided by the Government (see revised SOW) 14 Based on the history of emergency maintenance, what nature of repair service has been provided ie., Total repair, piece part repair? What state of deterioration determines what can be repaired or serviced to what condition and what is no longer repairable? Does NIEHS have work order history of preventative maintenance and can those documents be viewed? Govn't Respn: Historical records are based on the repair of deteriorated equipment, many of which have been replaced. The contractor during performance will make professional recommendations to the Project Officer as to the disposition of equipment being either repaired or replaced. The project office will make decision in the best interest of the government, on a case-by-case basis. 15 What constitutes preventative maintenance on aging equipment? Govn't Respn: In accordance with industry standards. A firms preventive Maintenance approach should be clearly stated within the Technical Proposal that will be evaluated for award. 16 Are there any special tools and test equipment required to maintain, repair and test the government owned equipment? Govn't Respn: In accordance the SOW and with industry standards. 17 Will the acquisition of covert equipment be included under this contract or a separate acquisition? Govn't Respn: Yes ? CLIN 0002 18 What determines enhancement and replacement of equipment versus repair? Govn't Respn: The contractor during performance will make professional recommendations to the Project Officer as to the disposition of equipment being either repaired or replaced. The project office will make decision in the best interest of the government, on a case-by-case basis. 19 The statement task complete implies new equipment acquisition and revised maintenance added. Is this correct? What does task complete represent? Govn't Respn: See revised SOW 20 Is this new acquisition of covert equipment under this contract? What, level, volume, type, of covert equipment is anticipated for procurement under this contract? Govn't Respn: Yes ? CLIN 0002, covert equipment specifications are unknown at this time. 21 Does the 4 hour notice for install include time for acquisition, receipt and delivery of new equipment? Is the contractor required to have state of the art equipment on the shelf, or on call to meet a 4 hour requirement or is the 4 hour requirement after acquisition and delivery and considered in the Government equipment inventory? Govn't Respn: In coordination with the Project Officer, the Contractor shall issue a proposal based on the need of the government, and if approved, be able to install this type of equipment within four hours of notice to proceed, or as approved by the Project Office. 22 Regarding new covert equipment, will the contractor be required to train the government on monitoring if the contractor will not monitor? Is the FFP for the equipment or the installation cost? Will the government buy or lease the equipment? Govn't Respn: Covert Equipment is covered under CLIN ? 0002 specifications are unknown at this time. 23 Once removed will the government take custody of the equipment? Is the covert equipment GFE? Will the contractor store the GFE at the contractor location and is storage to be considered into the proposal? If stored at the government site, is the government responsible for care and maintenance pending the next deployment of the equipment? Govn't Respn: To be determined at the time of need. 24 Is the contractor responsible for coordinating warranty replacement and collection of any labor cost from the OEM? Will the contractor be provided all information regarding flow down of warranty information on each piece of OEM equipment/product and OEM warranty processing requirements? Govn't Respn: A solution to this area may be addressed within the contractors Proposal in the Technical Approach section. 25 Is monitor and camera repair considered straight labor? Government Response: No. All fees are covered in the monthly fees. 26 Does the OEM for any equipment direct and declare Repair By licensed OEM technician only? . Govn't Respn: No, not a requirement 27 Section B Price and Cost Schedule. Is there a government estimate NTE hours for labor or is the amount of labor hours required for repair and maintenance determined by the individual contractor? Govn't Respn: No, CLIN 0001 is a monthly Firm Fixed Price. 28 Does this ODC represent repair and maintenance parts potentially required to perform the maintenance mission? Government Response: Yes for repair No for misc part and supplies for Preventive Maintenance. Note: If during Preventive Maintenance the technician recommends a part that need replacement and receives approval from the Project Officer in advance then the part may be covered under ODC. 29 Is this ODC element a historical cost based on aged equipment? Government Response: No - just a Not-To-Exceed Amount that is available as a place holder for future ODCs. 30 What exactly falls under the category of ODCs? Government Response: To include new or replacement parts or equipment requested by either the contractor or the government and approval by the Project Officer in advance. 31 Is the $10k NTE value an annual figure? Government Response: Yes 32 Is there any format for the submittal of Past Performance and references? Govn't Respn: Submit Past Performance references including work history of projects of similar scope. Past performance information should include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). 33 Storage. DVR or other storage capability was not in the RFP ? was this omitted intentionally? Govn't Respn: Yes 34 Existing Surveillance System. Is the surveillance system a mixture of analogue and digital? If analogue, what are the multiplexer specifications? Government Response: The existing equipment is analogue. 35 Existing Surveillance System Capabilities. How does the surveillance system tie together? Government Response: The main security station is the HUB and it?s all tied into switches in security. 36 Is the system capable of expanding to include various surveillance cameras on a go-forward basis? Govn't Respn: NO 37 The SOW references Network/System Installation. Can the government provide a schematic of the network installation complete with: part numbers, cable types from camera to control, length of cable runs, power supply type(s), and lightning protection. Govn't Respn: No 38 The SOW references Cameras. How many cameras in their network are outdated and nearing obsolete conditions? Govn't Respn: The contractor, on a case-by-case basis will coordinate with the Project Officer to determine, base on the needs of the government, future system enhancements. The scope does include future enhancement via CLIN 0002. 39 The SOW references internal cameras. What are the part numbers on the 26 internal cameras out of warranty? Govn't Respn: This info is not available 40 The SOW references movement of cameras. Can the government quantify which cameras must be moved, where they will be moved and when? Govn't Respn: No 41 Reference Cameras. Are all of the cameras site low voltage cameras? Govn't Respn: yes 42 Reference Cameras. Will there be power and LAN drops provided at all the current and to be moved to locations of the cameras? Govn't Respn: yes 43 The SOW references covert surveillance operations and equipment. Can the government explain operational needs for Audio record and transmission, visual recorded at a specific image per second rate? etc. Govn't Respn: No 44 Is the mechanical and electrical preventive maintenance to be performed twice a year? Govn't Respn: Yes - at a minimum 45 Is NIEHS going to pay extra for any emergency maintenance response including necessary repair service, inspections, relocations, and installation, including covert equipment? Govn't Respn: CLIN 0001 is the monthly Firm Fixed Price that covers both Preventive Maintenance and emergency Maintenance on an On-Call As-Need basis and CLIN 0002 is Cost reimbursement for Other Direct Cost 9 for (parts and equipment) 46 In the pre-bid it was mentioned that we can fill out form 1449 for submitting the bid, can we get a link to where this form is located? If not, how will the charges be handled to bring it up-to-date? Govn't Respn: Yes ? However the contractor should make an initial assessment after award and in coordination with the first preventive maintenance. Revised STATEMENT OF WORK Independently, and not as an agent of the Government, the Contractor shall furnish all necessary services and qualified technical personnel. The Contractor shall provide complete mechanical and electrical preventive maintenance, emergency maintenance response including necessary repair service, inspections, relocations, and installations, including covert equipment, shall be provided by the Contractor for Government-owned Security Surveillance Equipment consistent with commercial industry standards. The Contractor shall provide emergency maintenance and repair service as required and preventive maintenance for all designated Government-owned Security Surveillance equipment and consistent with the Government Performance Standards. The contractor shall furnish all necessary tools and test equipment to pursue the fulfillment of work performed under the preventive maintenance and repair of Security Surveillance equipment. The Government is continually enhancing the security surveillance equipment on the NIEHS campus as funds become available. The scope includes the installation of the latest type of cameras inside and outside of buildings, move and install poles as directed by the Project Officer. The surveillance equipment to be covered by this Contract has been under continuous maintenance following the expiration of the respective warranties. The equipment has been operable for a number of years and requires continuous maintenance and repairs. The enhancement of the equipment will include equipment replacement as part of the Institute's security upgrade. As each enhancement is completed the Contract will be modified and preventive maintenance added to the preventive maintenance schedule. A preventive maintenance schedule will be added for any additional cameras or equipment that requires maintenance biannually. The scope includes the contractor to provide, install, monitor, and remove covert type surveillance equipment at times when the Government has the necessity to prevent theft, possible threats, or destruction of Government property. The Contractor shall provide the latest type of covert surveillance equipment. In coordination with the Project Officer, the Contractor shall issue a proposal based on the need of the government, and if approved, be able to install this type of equipment within four hours of notice to proceed, or as approved by the Project Office. The Contractor and the Contracting Officer will agree upon a one time price prior to installation. Once the covert type surveillance equipment is installed the Security Contractor or the Government will monitor the equipment. When this covert task is over the Contractor will be asked to remove the surveillance equipment. All outside pole cameras are located on 30' aluminum poles; these poles will not support the weight of an extension ladder and a person. The contractor will need a mechanical type lift or a boom truck in order to work these outside cameras including for emergency repairs in the time requirements of the Contract. Security Surveillance Camera Equipment. The Institute is monitored by 43 surveillance cameras, 26 inside cameras and 15 outside cameras that operate 24hrs daily. We have 4 main monitors with 17 inch color monitor screens located at the security operational center at building 101. NIEHS recently installed 17 new Spectra III Series Dome System monitors, 15 exterior cameras on 10/17/2006. These cameras include a 1 year warranty on parts and labor from that date. Lighting and acts of God are excluded from coverage. All exterior cameras are under warranty until 10/17/2007. Additionally, 2 each new interior cameras, Spectra III Series Dome System Indoor (in-ceiling model), Model number SD53TC-50. (under warranty until approximately December 2007) Monitors -- (3 each Bosch monitors with 17 inch color monitor screens, 1 Phillips monitor with 17 inch black and white screen). These monitors provide visual coverage for the 41 cameras. Located at the Security Operational Center within Bldg 101. The monitors retain no warranty. Exterior Cameras (15 each newly installed Pelco Spectra III Series Dome System Cameras, 11 each camera are mounted on 30 foot poles, 4 each cameras are mounted on the side of building. Located at the parking lot and on the side of Bldg 101. The model number for these cameras is Model SD53TC-PG-EO. All exterior cameras are under warranty until 10/17/2007 Interior Cameras - 28 Total (10 each Burle surveillance cameras, 6 each Phillips surveillance cameras, 4 each Honeywell surveillance cameras, 4 each JVC surveillance cameras, 2 each Pelco surveillance cameras). Located within Bldg 101. The cameras retain no warranty. Additionally, 2 each new cameras, Spectra III Series Dome System Indoor (in-ceiling model), Model number SD53TC-50. (under warranty until approximately December 2007) VCR Recorders: Total of 4 each. Location: Main Security Station. Brand: Crest Electronics, Inc. Model number CVR-9605R. PERIOD OF PERFORMANCE: This contract is for one base-year period with four (4) option years. The period of performance for the Base Year will be from Date of Award through one (1) year. The period of performance for the option years will be Date of Modification to exercise through one (1) year. Contract Type: Firm-Fixed Price Monthly Fee with cost reimbursement of parts plus a handling fee if applicable. Section B Price and Cost Schedule. CLIN 0001 Monthly Firm-Fixed-Price Labor $____________ Base Period - Mechanical and electrical preventive maintenance, emergency maintenance response including necessary repair service, inspections, relocations, and installations, including covert equipment, shall be provided by the Contractor for Government-owned Security Surveillance Equipment 0002 Cost Reimbursable ODCs Parts Not-To-Exceed $10,000.00 Option year prices same as above shall be included for Years 1-4.
