- This is a combined synopsis/solicitation for commercial items prepared in accordance with format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. SELF LUMINOUS EXIT SIGNS General Information - The Federal Bureau of Prisons, Federal Correctional Institution, Jesup, Georgia, intends to award a firm fixed price, definite quantity type contract to a responsible small business entity for the provision of 390 self luminous exit signs and the disposal of 390 outdated self luminous exit signs. It is anticipated that an award from this solicitation will be made by February 22, 2007. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. The following provisions and clauses will apply to this solicitation in accordance with Commercial Items: 52.252-2, Clauses Incorporated by Reference (FEB 1998); 52.212-1 Instruction to Offerors (SEPT 2006); 52.212-4, Contract Terms and Conditions, Commercial Items (SEPT 2005); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (NOV 2006); 52.222-3, Convict Labor (JUNE 2003); 52.233-3, Protest after Award (AUG 1996); (iii) Alternate II to 52.219-5; 52.222-21, Prohibition of Segregated Facilities (FEB 1999); 52.222-26, Equal Opportunity (APRIL 2002); 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (SEPT 2006); 52.222-36, Affirmative Action for Workers with disabilities (JUNE 1998); 52.222-19, Child Labor Cooperation with Authorities and Remedies (JAN 2006); 52.225-13, Restriction on Certain Foreign Purchases (FEB 2006); 52.232-34, Payment by Electronic Funds Transfer Other than Central Contractor Registration (MAY 1999). Quoters are advised that the Contracting Officer will verify registration in the Central Contractors Registration database (www.ccr.gov) and the Online Representations and Certifications Application (orca.bpn.gov) prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration may result in elimination from consideration for award. Faith-Based and Community-Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible. The North American Industrial Classification (NAICS) code is 335129 and the applicable small business size standard is 500 employees. SUBMISSION OF QUOTES On letterhead or business stationary, the following information is required: (1) Contractor's DUNS Number (2) Quoted pricing per the following Contract Line Item Numbers: CLIN 001 - 390 Self Luminous Exit Signs, 20 year B-100 exit sign 8.6 inches high x 15.6 inches long. CLIN 002 - Disposal of 390 Outdated Self Luminous Exit Signs. Signs will be disposed in accordance with all local, state and federal guidelines and/or directives for hazardous waste. Contractor shall be properly licensed and certification of proper disposal shall be provided upon completion. Example format for your quote: CLIN 001 390 x $________ per sign = $___________ total. A price quote for each CLIN must be provided. Prices shall be FOB destination pricing. (3) A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAR 2005)if different from entry made to the Online Representations and Certifications Application (ORCA) site located at orca.bpn.gov. The Government will make award to the responsible offeror whose offer conforms to this solicitation and is most advantageous to the Government. The proposed price must include all associated charges, fees and delivery cost (FBO Destination) to Jesup, Georgia, at 2600 Highway 301 South. Contractor must deliver the self luminous exit signs within thirty (30) days from date of award. Quotes must be received at the Federal Bureau of Prisons, Federal Correctional Institution, 2600 Highway 301 South, Jesup, Georgia 31599 no later than 2:00 p.m. eastern standard time on Thursday, February 15, 2007. Quotes may also be faxed to (912) 427-1126. All reasonable offers from responsible offerors will be considered.
