Description
The Broadcasting Board of Governors/International Broadcasting Bureau?s (BBG/IBB) Office of Engineering and Technical Services intends to negotiate and award a non-competitive contract to Systems Control, Inc. (SCA) 337 Marba Road, Severna Park, MD 21146. This is a sole source procurement in accordance with Federal Acquisition Regulation (FAR), FAR Subpart 6.302-2(a)(1) under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other sources or services will satisfy the Agency?s requirement. SCA will supply BBG with a Commercial Item 10kV voltage regulator for the Short Wave (SW) transmitter to be installed in the Tajikistan Government?s Teleradiocom broadcast facility in Orzu, Tajikistan. The voltage regulator is needed in support of the BBG?s public diplomacy mission in worldwide multimedia broadcasting. This equipment will allow the BBG to broadcast in the most effective, timely, and efficient manner practicable at the Teleradiocom broadcast facility in Orzu, Tajikistan. SCA provided a similar commercial item, voltage regulator in 2006 that was installed in the BBG?s Medium Wave (MW) transmitter in Orzu, Tajikistan. SCA is familiar with the site and the 10kV voltage regulator equipment installation. SCA?s expertise is needed to ensure an efficient and timely installation. In addition, at the Teleradiocom broadcast facility, Technicians have limited skills and familiarity with the 10kV voltage regulator. SCA trained the Teleradiocom technicians on the first voltage regulator installation. SCA will also train the Teleradiocom technicians on this second voltage regulator. The technicians have limited skills and familiarity with voltage regulation installation. In addition, SCA?s expertise with the voltage regulators installations will ensure that the technicians are able to properly service and maintain the installed equipment. This will ensure that BBG?s equipment will be properly installed in the most effective, efficient and timely manner. This Public Notice of Intent to non-competitively procure a 10kV voltage regulator from Systems Control Associates Inc. is NOT a request for competitive price quotations or proposals. Those who are interested must submit adequate documentation of their capability to respond to this requirement. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. Those who are interested must respond in writing within fifteen (15) calendar days after the posting date of this notice. The Government will not accept oral or incomplete submissions. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government.
