- Description
- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) for the purchase of a Hub and Blade Stand, SERD 2345 to support MV/CV-22 Aircraft Hub and Blade assemblies for Operational and Intermediate level maintenance. The Navy does not own specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the only company that possesses the necessary design data to manufacture the Hub and Blade Stand. The Government is not in possession of this necessary design and development information for the Hub and Blade Stand. BBJPO is the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to produce, test, and maintain the equipment and provide the hardware integration required to support the V-22 Aircraft. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
