Description
NASA/ARC has a requirement for Integrated Command and Data Handling (C&DH) and Electrical Power System (EPS) Avionics equipment, common with the equipment used on the Air Force Research Lab (AFRL)/Lockheed - Experimental Satellite System (XSS-11) Satellite NASA/ARC intends to purchase the items from Broad Reach Engineering. We are investigating microsatellite designs that leverage DoD experience in missile defense and anti-satellite interceptors (Kinetic Kill Vehicle Hardware Integrated Test (KHIT), Lightweight Exo-atmospheric Projectile (LEAP), Terminal High Altitude Area Defense Weapon System (THAAD), Exoatmospheric Kill Vehicle (EKV), Anti-Satellite (ASAT)), responsive space (Tactical Satellites (TACSATS), Miniature Sensor Technology Integration (MSTI)) and microsatellites for space support (XSS #10 and #11 and Autonomous Nanosatellite Guardian for Evaluating Local Space (ANGELS)). In order to evaluate the avionics, flight and ground software, and software development tools developed by DoD, we require essentially duplicate equipment flown on a previous DoD mission: XSS-11. The integrated C&DH and EPS avionics for the XSS-11 mission was designed and built by Broad Reach Engineering. This company is the only source which can provide common avionics hardware fully compatible with the XSS-11 software and software development tools. Use of other avionics hardware would be incompatible with the XSS-11 software, and thus would require additional engineering effort, leading to unacceptable lead times and raise questions regarding the validity of the evaluation. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Noon local time on February 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
