ITSS TASK NUMBER: PGW 687001T4 January 29, 2007 Description: NOTICE FOR SOURCES SOUGHT This is not a request for quote. This is intended to compile a list of those companies interested in receiving a copy of the formal RFQ. The formal RFQ will be issued via GSA?s Information Technology Solutions Shop (ITSS) system under the task number listed above after this notice closes. If interested in receiving a formal RFQ, please respond via this GSA Advantage e-Buy website. Only responses to this website will be considered for formal RFQs. DO NOT RESPOND VIA EMAIL. PLEASE NOTE: YOUR RESPONSE TO THIS NOTICE DOES NOT CONSTITUTE A QUOTE. Please enter a dollar value of $1.00 when submitting your response. This obviously WILL NOT be considered a quote, but will allow your company to be placed on the bidder?s list in ITSS. Your quote will only be considered once you have proposed to the formal RFQ which will be sent out via GSA?s ITSS system. Your company, your name and the applicable GSA Schedule contract must be registered in GSA?s system by the posted closing date in ebuy in order to receive a copy of the formal RFQ documents. Feel free to contact the Help Desk at the number listed on the website. Please open the attached summary of requirements document. THIS IS NOT A COMPLETE STATEMENT OF WORK, but a brief summary of requirements. This is just a sampling, for complete sow respond in ebuy as instructed. 1.0 Task Title: Procurement and Installation of Closed Circuit Television,Environmental Protection Agency, Dallas, Texas.. 2.0 Background: The requirement is to furnish, install, training and maintain a Closed Circuit Television (cameras) System. The task is non-severable because all of the segments must be completed. Although the equipment could be mounted if cabling is not install and connected to the cameras the Government has received no benefit. All of the task in the SOW must be completed for the Government to benefit. Scope of Work: The CCTV system will consist of the latest digital technology and contain the most recent software release available. The EPA regional offices are located in a multi-story office building with drop ceilings with removable ceiling tiles, in some areas and sealed ceiling in other areas. The vendor will provide and install a CCTV system, which will include EPA-furnished equipment listed below. The vendor will install controllers and other EPA-furnished equipment to allow security personnel to accurately monitor each camera. In addition, the vendor also will provide motion detection capability to record digitally for each camera. EPA-furnished equipment will be installed to record/play and playback events by time of day and day of week, should an event occur that would require retrieval of this data. The US EPA is requesting a proposal to furnish/install twenty-two (22) Closed Circuit Television Cameras (CCTV) that are compatible with EPA-furnished items. 3.0 Evaluation Criteria The Government will make an award to the offeror whose proposal represents the best value to the Government based on the requirements specified in this Statement of Work. The following factors will be evaluated. : (1) Past Experience(see below), (2) Technical Approach, and (3) Price. Required Past Experience Documentation: The offeror shall provide a narrative of three projects for identical or similar task as required by this SOW. The past experience must have been acquired in the past three (3) years. Each narrative shall include the name, area code and phone number, mailing and E:mail address of the person who can verify your past experience. Note: Limit each narrative to one (1) page double-spaced. The Past Experience factor will be evaluated based on the offeror?s relevant past experience compared to the requirements specified in the above SOW. An offeror who has successfully performed the identical task as required in the above SOW would receive a higher rating than an offeror who has successfully performed a similar task. Offorers unable to fully demonstrate they have successfully completed a similar project to this SOW in the past three(3) years, will not be considered technically acceptable and will not be considered for award. The Government may supplement the information you provide with any other information it may obtain from any other source including its own experience with your firm (or Subcontractor or Teaming Partner), and information concerning performance from any other reliable source. Technical Approach: Describe your knowledge and understanding of the technical requirements outlined in the SOW. Identify the methodology and analytical techniques you will use to manage the work and ensure that all SOW requirements are met. Proposals will be evaluated on the demonstrated ability to provide a technical approach that integrates the tasking into a cohesive effort that can be accomplished with minimal risk. The contractor shall provide an implementation schedule including staffing used (number of technician, etc.) Describe your qualifications and corporate capabilities specifically related to performance of the work required in the SOW. An overview of your methodology guiding your performance of the technical requirements identified in the SOW, and a general description of how your technical approach will be applied to accomplishing the requirement. The Contractor shall provide a breakdown of how the warranty/extend warranty will be covered. Also identify how warranty is performed (i.e., over phone walking end user through steps, overnight replacement, sending technician to location, etc.). The contract shall identify the logical sequence of tasks (time line) that will be perform to accomplish the requirements. Identify and describe the specific techniques and steps that will be applied during the accomplishment of this project. The Offer's Technical Approach will be evaluated based upon how well the required aspects of the approach indicate successful performance of this task. The technical factors are more important than price. As proposals become more equal in technical factors, the total price becomes more important.
