Description
The purpose of this modification is to correct the total amount of level-of-effort (LOE) as indicated below: The U.S. Environmental Protection Agency (EPA), National Vehicle and Fuel Emission Laboratory (NVFEL) has a requirement for technical services to obtain in-use vehicles and engines of specific makes and models needed to conduct various emission tests at its Ann Arbor laboratory. This work will be conducted on-site. The contractor will be required to solicit, obtain, inspect, and maintain passenger cars, light duty trucks, non-road engines and on-highway engines. Approximately 50 - 300 vehicles and engines will be obtained, inspected and maintained during each period of performance. The contractor will also be required to take calls from the public and answer questions about the imports, exports and other similar programs. The Government anticipates the award of a cost-plus-fixed-fee, level of effort (LOE) contract. The period of performance is estimated at one 12-month base period plus four option periods of 12 months each. The total amount of LOE for all periods and all options is estimated at 170,000 hours. The proposed contract is a follow-on to EPA Contract 68-C-03-142 with EG&G Technical Services. The procurement will be issued on a full-and-open competitive basis. All responsible firms may submit a proposal which will be evaluated by the Agency in accordance with the technical evaluation criteria in the RFP. The applicable NAICS Code is 541330, and the size standard is $4.5M. Solicitation PR CI-07-10312 and any amendments will be available for download by interested parties. It is anticipated that this solicitation will be released in mid-February 2007. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiations.
