- R ? The Government intends to negotiate and award a cost plus fixed fee, level of effort, Indefinite Delivery/Indefinite Quantity contract on a Sole Source basis with Northrop Grumman Corporation (NGC), Electronic Systems, Electronic Business Segments, PO Box 1488, Annapolis, MD 21404, to procure engineering, design, technical, and drafting services for the Advanced SEAL Delivery System (ASDS) in support of the ASDS Planning Yard at Portsmouth Naval Shipyard, Portsmouth, NH. NGC is the designer, developer, and sole manufacturer of the ASDS and is the only company in possession of the necessary detailed drawings/information required to successfully perform the required services. The ASDS vehicle is complex, technical, highly specialized, and life critical. The proposed requirement is for a five-year contract beginning on or about 01 October 2007 and ending on or about 30 September 2012. Under the proposed effort, the contractor shall provide an estimated 215,988 man-ho urs to accomplish engineering, technical, logistics and industrial services for the ASDS during the contract period of performance. The effort will be accomplished primarily at the contractor?s facility; however, on-site work will also be performed at government locations or other sites. Some anticipated tasks to be completed under this contract are as follows: engineering services, Configuration Data Management (CDM), logistics services, drafting, identifying spare parts, material procurement, testing, training, failure analysis, preparing ShipAlt Records, and updating selected record drawings and data. This synopsis is issued for subcontracting opportunities only. Interested persons may identify their interest directly to Northrop Grumman Corporation. This notice of intent is not a request for competitive proposals. The solicitation shall be available at the above noted websites on or about 20 February 2007.
