Description
The Department of Interior, U.S. Geological Survey (USGS), Western Coastal and Marine Team, has a need for a custom-built, aluminum, catamaran-hull survey vessel suitable for use in near-shore coastal and inland waters of the U.S. West Coast. The vessel will be used primarily for seafloor mapping in support of the mission of the USGS Coastal and Marine Geology Team. The principal mission of the vessel will to be conduct swath bathymetric and acoustic backscatter surveys, using an SEA SWATHplus survey instrument. The vessel will also deploy light geophysical sensors (Klein side-scan sonar, Edgetech Chirp and mini-sparker sub-bottom profilers, custom bottom-camera systems). Other anticipated uses include support of SCUBA diving operations, oceanographic instrument deployment and light seafloor sampling. The vessel is intended for use predominantly in near-shore waters on the U.S. west coast (California, Oregon, and Washington), inland bays, estuaries, lakes, and reservoirs. Surveys are typically conducted at 4 to 5 knot speeds for extended periods (8 to 10 hours per day). A fixed price type contract is contemplated for this requirement. Competitive procedures in accordance with Federal Acquisition Regulation, Part 12 Acquisition of Commercial Items, will be utilized. Award will be made to the offeror whose proposal is the best value to the government. The government reserves the right to make award to other than the low offeror. This acquisition is set-aside for 100% small business participation. The associated NAICS code is 336612 - Boat Building, with an associated size standard of 500 employees. All responsible sources may submit a proposal which will be considered. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-14, effective 22 November 2006.
