- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written Solicitation will not be issued. This request is being issued as Request for Quotation Q1330070026. The FAR clauses and provisions enclosed within are those in effect through Federal Acquisition Circular 2005-15, and can be found at http://www.acquisitions.gov/far/index.html. Quoters/Bidders must review and complywith the FAR Provisions or Clauses that apply to this Solicitation. This is 100% set-aside for small business and the small business size standard is 500 employees. The North American Industrial Classification System (NCAIS) code is 23. The following is a description of the requirement for this acquistion: 1) PROVIDE TWO GAS POWERED WHEELBARROWS WITH HYDRAULIC LIFT FOR USE ON THE PARK'S TRAILS. The wheelbarrows will be shipped to Bryce Canyon National Park, Highway 63, #1VC, Bryce, UT 84764-0201. The wheelbarrows will be used to transport tools and materials for trail maintenance below the canyon rim. Requirements for the wheelbarrows are for a maximum width of 30", maximum height of 45", minimum load carrying capability of 1000 pounds, wheelbase range must be between 38 to 42", wheelbarrows must utilize tracks for locomotion (wheelbarrows with wheels are not acceptable), wheelbarrows must have at least two forward gears and one reverse gear, wheelbarrows must have an emergency brake that works both when the wheelbarrow's engine is running and when the engine is turned off, it is desirable for the wheelbarrows to have adjustable sides, and the vendor must have the capability to conduct maintenance on the sold wheelbarrows at their place of business. Additionally, details of any express warranties must be included in the offer. Government price range is $10,000 - $25,000. Delivery will be FOB destination. The following clauses or provisions are specifically referenced and are required in the response to this Solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; 52.212-2, EVALUATION - COMMERCIAL ITEMS - Evaluation Factors include: [a] technical capability of the item offered to meet the Government requirements; [b] price; 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, a completed copy of the provision at 52.213-3 must be submitted with the bid/offer. Contractor must download from the internet and complete as per instructions; 52.212-4, CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; AND 52-212-5, CONTRACT TERMS AND CONDITONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS - COMERCIAL ITEMS.
