- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written Solicitation will not be issued. This request is being issued as Request for Quotation Q1330070026. The FAR clauses and provisions enclosed within are those in effect through Federal Acquisition Circular 2005-15, and can be found at http://www.acquisitions.gov/far/index.html. Quoters/Bidders must review and complywith the FAR Provisions or Clauses that apply to this Solicitation. This is 100% set-aside for small business and the small business size standard is 500 employees. The North American Industrial Classification System (NCAIS) code is 23. The following is a description of the requirement for this acquistion: 1) PROVIDE ONE (1) TRAIL BULLDOZER FOR USE ON THE PARK'S TRAILS. The bulldozer will be shipped to Bryce Canyon National Park, Highway 63, #1VC, Bryce, UT 84764-0201. The bulldozer will be used in maintaining and re-constructing trails below the canyon rim. Requirements for the bulldozer are: maximum width of 48"; maximum height of 6' 8"; maximum length (with blade & ripper) 13' 1"; bulldozer must be equipped with steel tracks; maximum track width and length 11" X 58"; hydraulic gear pump 10-45 G.P.M., 2200-2300 PSI triple filtration, 10 micron; blade lift 22-26", blade drop 22-26", blade angle 25-35", blade tilt 22-28". Bulldozer must have the following standard equpment: 6-way blade; 3 shank ripper; turbo engine; safety equipment - seat belt, roll over protection system, warning lights, side brush screens, rock guards, and safety brake. Additional standard equipment: tach/hourmeter; fuel & hydraulic oil gauges; cold weather starting; heavy duty engine cooling system; auxiliary hydraulics; hydraulic oil cooler; float on dozer- up/down & tilt. Vendors must include details of maintenance agreement. Additionally, details of any express warranties must be included in the offer. Government price range is $25,000 - $100,000. Delivery will be FOB destination. The following clauses or provisions are specifically referenced and are required in the response to this Solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; 52.212-2, EVALUATION - COMMERCIAL ITEMS - Evaluation Factors include: [a] technical capability of the item offered to meet the Government requirements; [b] price; 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, a completed copy of the provision at 52.213-3 must be submitted with the bid/offer. Contractor must download from the internet and complete as per instructions; 52.212-4, CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; AND 52-212-5, CONTRACT TERMS AND CONDITONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS - COMERCIAL ITEMS.
