- The U.S. Fish and Wildlife Service (USFWS), Region 5, plans to solicit HVAC renovation work for the National Wildlife Visitor Center, built in 1994 at the Patuxent National Wildlife Research Refuge, in Laurel, Maryland. This solicitation will use a multi-step technical evaluation/ proposal process as outlined in the Federal Acquisition Regulation (FAR), Part 15. The ultimate contract award will be based on a "Best Value Continuum". The project consists of some HVAC demolition; replacement of boilers; installation of new air handling unit, VAVs, and distribution ductwork; conversion of pneumatic controls to DDC control system with calibration; and incidental related work. The estimated magnitude of construction for this project is between $500,000 and $1,000,000. The NAICS is 238220. This procurement is unrestricted. Step One of the process is a technical evaluation of qualifications. Interested firms shall provide the following information for technical evaluation: 1) Past performance on similar jobs (30%); 2) In-house capability to do Mechanical, Electrical, and Controls portion of this project (30%); 3) HVAC experience on similar projects in Mid-Atlantic region (20%) ; 4) Ability to do jobs within budget and on time (20%); and provide five (5) examples of similar work undertaken within the last five (5) years. For each project provide: 1) Project name; 2) Original budget; 3) Change Orders; 4) Summary of work; 5) Date of completion; and 6) Client name and contact person, address, phone number. Interested firms shall submit three (3) copies of all qualifications and supporting materials to: U.S. Fish and Wildlife Service, 300 Westgate Center Drive, Hadley, MA 01035-9589; Attn: Ms. Marsha Browning, Contracting Officer - not later than close of business February 22, 2007.
