- This solicitation is for the continued professional support to the pollution prevention (P2)and environmental management system (EMS) programs in various professional and non-professional skills and categories. Some of the skills and categories requ ired shall include an intimate knowledge of the Joint Munitions Command (JMC) Industrial Base, its organizational structure and the operating contractors at the Government Owned-Government Operated (GOGO) and Government Owned-Contractor Operated (GOCO) te nant activities. This will include an in-depth knowledge of JMC manufacturing processes and ability to identify installation environmental problems both current and emerging and make recommendations to rectify same. Contractors must have sufficient full t ime staff of many disciplines and provide two full time support personnel located at Rock Island Arsenal, Rock Island, IL. Contractors must have trained personnel to perform Environmental Management System (EMS) audits, train EMS auditors, perform P2 Oppo rtunity Assessments and be familiar with the JMC P2 program activities and responsibilities. Contractor must have a past history of successfully performing work on Government installations that conforms to AR 2001. Contractor must represent the Command on quarterly In Process Reviews (IPRs) held with the AMC Environmental Support Office (ESO). All requirements are a derivative of Executive Order No. 13148, Department of Defense Policy and Army Materiel Command Directives. The contract action resulting from this solicitation will be a five year, firm fixed price, indefinite delivery/indefinite q uantity (IDIQ). This solicitation will be available on the Federal Business Opportunities website (http://www.fedbizopps.gov) on or about 9 February 2007 with a closing date thirty days from the issuance date. Parties interested in this solicitation shou ld access the web page for issuance of the solicitation, associated documents and any solicitation amendment thereafter. Contractors will not be directly notified of solicitation amendments. All contractors are responsible for checking the website page f or updates. This procurement is being issued as non-restricting.
