Description
The US Army Research and Development Center is proposing to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the duration of 5 years for the purpose of engineering design and construction expertise to support the modernization of six government owned contracted operated (GOCO) ammunition facilities within the industrial base. The contractor shall be capable of complying with the required services on a task by task basis (task orders) and following Performance Based Service Contracting (PBSC) techniques where appropriate and will include the following Minimum Mandatory PBSC Requirements: Performance requirements that define the work in measurable, mission-related terms; Performance standards (i.e. quality, quantity, timeliness) tied to the performance requirements; A Performance Requirements Summary/Quality Assurance Surveillance Plan (PRS/QASP) that describes how the Contractor???s performance will be measured against the performance standards. The primary focus of this IDIQ contract is the execution of complete design and build of new facilities. A full range of engineering services is required including: market research and strategic studies, economic evaluations, feasibility studies, process design packages, basic engineering, detailed engineering (e.g., batch reactions, solids handling, containment and toxicity issues, buildings & architecture, air systems, control systems), monitoring studies, construction management, project management, commissioning and start- up, and training. Engineering requirements include: civil and structural engineering, mechanical and electrical engineering, industrial engineering, process engineering, and construction and project management. The contractor, in addition to possessing the engineering services and skills cited above, must be knowledgeable regarding: safety (OSHA, hazards analyses, design criteria, confined space entry program development, performance of environmental health and safety audits and preparing and implementing compliance management programs, fire protection planning and training, lockout/tagout assessment, medical and first aid planning, noise exposure assessment, personal protective equipment assessment, hazardous communication planning and training, ventilation assessment and design, hygiene studies and assessments); and environmental (impact assessments, solid and industrial waste management and remediation, air quality, water infrastructure, identifying and integrating multi-agency compliance requirements and developing strategic compliance planning recommendations, Title V permit preparation and compliance support, Toxic Substance Control Act compliance). The contractor will be required to have expertise and experience regarding processes and operations for the manufacturing of chemicals, energetic materials (propellants and explosives) and munitions (small, medium and large caliber). The contractor shall provide a summary of their expertise and past experience executing facility projects. The contractor shall document their previous experience working with ammunition plants and energetic materials. The contractor shall document their past experience and capability to handle multiple tasks ranging potentially at various sites from $100K to $10M simultaneously, and their in-house human resources available to execute up to five projects at a time. All responses must include company name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number and CAGE code. The market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government will utilize information provided for planning purposes only. All information submitted will be provided at no cost to the Government and will be held in confidential status.
