Description
The U.S. Army Joint Munitions and Lethality Life Cycle Management Command Acquisition Center on behalf of the Office of PM Crew Served Weapons has a requirement for production ready Quick Change Barrel (QCB) conversion kits for the M2 .50 Caliber, 12.7mm Machine Gun. The M2 QCB conversion kit will upgrade the M2 Machine Gun into the M2A1 Configuration. The M2 Heavy Barrel (M2HB) is an automatic, recoil operated, link belt-fed, air-cooled machine gun that has been standard issue since 1923. Slight upgrades have been performed on the M2; however, the weapon still requires the Soldier to manually calculate headspace and timing which, if done improperly, can damage the weapon and injure the user. In addition, current barrel changing procedures negatively impact survivability as the Soldier must be exposed to enemy fire for extended periods of time while changing the barrel and setting headspace and timing. The M2A1 is also an automatic, recoil operated, link belt-fed, air-cooled machine gun which includes enhancements consisting of a modified barrel, barrel extension, barrel support, and modifications to the timing mechanism that will eliminate headspace and timing requirements on the gun at operator level. The modification to the M2 will provide the Soldier with the ability to quickly change the barrel without the need to reset headspace and timing. This modification will also provide a trigger block manual safety, a handle to rotate barrel into position as well as serve as a carrying handle for hot barrels, and a flash suppressor to reduce signature. The Solicitation number for this is W15QKN-07-R-0410. The present schedule projects a release of a DRAFT Solicitation on or about 29 January 2007 consisting of the Statement of Work, and Purchase Description. Other Sections, Exhibits, and Attachments to the DRAFT Solicitation are still in the development stage and are not available for release with this DRAFT Solicitation. THIS IS NOT A REQUEST FOR PROPOSALS. The purpose of this DRAFT Solicitation issuance is to obtain information through open communications with industry, thereby assisting in improving its RFP as to purpose, content, clarity, correctness, and completeness from the industry perspective. All responses to this notice or the DRAFT Solicitation shall be in writing English Language) and SUBMITTED NO LATER THAN 14 FEBRUARY 2007. The POC for this action is Ronald L. Ryder, Contract Specialist, U.S. Army Joint Munitions and Lethality Life Cycle Management Command Acquisition Center, AMSML-AQ-SW, BLDG. 9, Picatinny Arsenal, NJ 07806-5000. The present schedule is to release a final competitive Request for Proposal (RFP) on / about 2 April 2007. The above date is only an estimate.
