Description
The Directorate of Contracting, U.S. Army Contracting Agency, Aberdeen Proving Ground, Maryland in support of the U.S. Army Garrison, Directorate of Information Management (DOIM) has a requirement for upgrade of the DOIM Telephone Management System ( TMS) in accordance with the following description: The following items are required for the Telephone Management System (TMS) at Aberdeen Proving Ground (APG). The proposed system must be certified by the Joint Technology Integration Center (JTIC). Vendor needs to be able to provide a user-customizable s ystem that will retrieve information from both APG PBXs into one server location that can be accessed via web by users throughout the installation: Vendor needs to provide the following capabilities: a. Electronic Directory. Automates telephone directory assistance functions to satisfy information calls while simultaneously maintaining a current database for printing an up-to-date camera-ready telephone directory. Database entries may be relatively s imple, such as personnel names and telephone numbers or quite complex such as hierarchical organizational structures listing routing codes, room numbers, mail codes, organizational name and telephone numbers. b. Toll Call Message Accounting. Produces detailed and summary bills and reports for toll calls directly from the switches and from media provided by most major telephone companies. Must be able to report each type of cost separately: Local Service Requ est (LSR), Long Haul, Long Distance, Message Units, Monthly Recurring Charges, etc. Telephone Control Officers (TCOs) from approximately 70 organizations on the installation must have the capabilities to submit LSRs and trouble tickets, and to view bills via the web to DOIM intranet. TCOs will need access by billing account code (BAC). Each System Administrator (SA) and user of this system also needs to have a unique uerid and password that can be associated with correct areas of access. TCOs must have the capability to email telephone bills to various users within their organization. Bills need to be automatically generated by BAC and archived by BAC. Bills must be in a format readily convertible to other formats, such as EXCEL. c. Plant Records/Cable Records. Provide integrated tracking of circuits, user information, organizations, cables and pairs, buildings, and terminals. Also tracks line equipment and features with prorated charges and is capable of tracking inventory and l ine service history to provide comprehensive reports for cost analysis and budgetary efforts. Feature a wide variety of pre-designed reports, including a detailed laser printout cable record card. Building field needs to have at least 9 digits available and cable name and cable terminal field needs to have at least 10 digits and be expandable for all. The Completion date on Work Orders needs to be automatically generated and should NOT be editable. The Approval date on Work Orders needs to be automatica lly generated and SHOULD be editable. When a circuit is installed, disconnected, moved, etc. and the Circuit Master Record and all other related records are automatically updated. d. Telephone Service Requests/Trouble Calls. Track service requests and trouble calls. It will link related charges to the proper organization. When combined with the Plant Record/Cable Record application it will also automatically update that database. e. ViaNet. Allow electronic submission of communications service requests. Once accepted, work orders created through ViaNet are handled as normal Telephone Service Request Work Orders with automatic updates to the Plant Record/Cable Record databases, co st and man-hour capture for billing purposes. f. Troubles. Make the submission and tracking of telephone trouble reports a paperless effort through the use of an existing network. The report can be automatically validated against certain Plant Record/Cable Record data, reviewed and accepted or r ejected. g. E911. Generate an initial E911 database for export to an E911 service provider. Allow changes, additions and/or deletions for relevant E911 information. h. Image Management Option. Augment the Plant Record/Cable Record application by providing the capability to display images (pictures, drawings, maps, etc) on demand. The images are available in a context-sensitive mode. i. Personal Identification Numbers (PIN)/Random PIN Generator. Provide secure management of multi-digit PINs. Collect, store, merge, and process PIN call detail records. Track usage of unassigned and canceled PINs. Provide management tools capable of d etecting waste, fraud and abuse. Create desired number of new PINs for assignment. j. The system must not require a front-end, like BridgeNet, and system must be able to transfer information directly to the Consolidated Service Desk (CSD) workload tracking system to generate Service Tickets. k. Ad HOC Reports. User must be able to develop and customize ad hoc reports, at no additional cost. Need to be able to generate ad hoc reports of both on and off-Post calls, and of all incoming calls from both on-post and off-post. Also, need to be abl e to generate ad hoc cost reports (such as current LSR costs between a starting and ending date) and a way to easily determine which extensions have which additional features (such as Class of Service, Voicemail, etc). Need to be able to search on all fie lds, as a minimum, circuit number, building numbers, cable, cable pairs, terminals, Electronic Line Equipment (ELL), Billing Account Codes, Bill to Billing Account Codes, and completed and open workorders. l. Quality Assurance (QA). Provide an area for Standardized QA reports. A method of tracking/reporting routine/periodic maintenance should also be included. m. The vendors proposal must include a proposed implementation plan. This must include, as a minimum: 1. Tasks and timeframes for system set-up and cut-over. This must include all actions required to transfer data from the current TMS system to the new system. 2. Identification and plans for all interfaces to related APG systems. 3. Create all new records necessary. 4. On-site support for a minimum of 12 months. 5. Training for technical personnel and customers/TCOs, and Service Desk Personnel. 6. Proposed warranty and service/support agreements.
