- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a quote is being requested and a written solicitation will not be issued. Solicitation number is FA8901-07-R-0032 as a Request for Proposal (RFP) using Simplified Acquisition Procedures. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-13 (28 Sep 2006) and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 200704122. It is the offerors responsibility to be familiar with applicable clauses and provisions. The 311 Human Systems Wing Contracting Squadron is soliciting ?Coach Bus? Transportation Services from local vendors in order to transport personnel from various hotels located in and around the greater downtown San Antonio area to Brooks City-Base, 2601 Louis Bauer Drive, Bldg # 775, San Antonio TX 78235. This service will involve 2-one way trips, originating from the pre-identified hotels to Brooks City-Base, 2601 Louis Bauer Drive, Bldg #775 and from Brooks City-Base, 2601 Louis Bauer Drive, Bldg #775 to the hotels. The estimated number of attendees needing transportation for this event is 360, with service originating from these locations: 1) Marriot Rivercenter Hotel, 101 Bowie Street (approximately 200 people) 2) La Quinta Inns & Suites, 303 Blum St, (approximately 125 people) 3) Marriott Residence Inn Alamo Plaza (approximately 35 people) ?All buses will arrive 15 minutes prior to their scheduled departure times and arrive no later than 0730 hours on scheduled conference days. Departure from the conference is set at 1715 hours and buses may arrive up to 15 minutes early for loading purposes. The conference is scheduled to run from 26 Feb 2007 through 2 Mar 2007. This solicitation is 100% set aside for ?local? small business concerns. The North American Industry Classification System (NAICS) code is 485510 and the small business size standard is $6.5M. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order or as deemed necessary by the cognizant contracting officer; FAR 52.212-1, Instructions to Offerors, Commercial Item (Sep 2006) and 52.215-5, Facsimile Proposals (Nov 2006) applies to this acquisition. Offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov and provide a completed DFARS 252.225-7001, Buy American Act-Balance of Payment Program Certificate (Jun 2005) with the quote. Clauses and provisions may be accessed via the Internet, http://farsite.hill.af.mil. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Sep 2005) is incorporated into this RFQ and is amended to add the following clauses: FAR 52.204-4, Printed or Copied Double-Sided on Recycled Paper (Aug 2000) and FAR 52.204-7 Central Contractor Registration (Jul 2006). The following additional FAR clauses under paragraph (b) are applicable: 52.219-6, Notice of Total Small Business Set-Aside (June 2003); 52.219-8, Utilization of Small Business Concerns (May 2004). The solicitation number, FA8901-07-R-0032, will be made available on the Government Point of Entry (GPE), Federal Business Opportunities (FBO) web site at http://www.fbo.gov.
