Description

The Executive Office for United States Attorneys (EOUSA) on behalf of the United States Attorney's Office (USAO) District of Maryland intends to issue a sole source purchase order using Simplified Acquisition Procedures (FAR Part 13) to Gray, Kirk and Vansant Advertising, Inc. (GKV) to acquire a proprietary Public Service Announcement (PSA) developed by GKV for the Maryland Exile Program and to air the announcement on seven (7) television networks (WBFF-TV, WNUV-TV; WUTB; BET; TVOne, MTV and MTV2. GKV possess the rights and copyrights of the PSA and it would be impossible to obtain this PSA from another source. EOUSA intends to award the purchase order under the authority of FAR 6.302-1. This notice is not a request for competitive proposals and award is not anticipated on the basis of any proposal or other information received in response to this notice. Interested companies may submit their capabilities and qualifications to perform the effort in writing via e-mail or mail to: DOJ EOUSA, ATTN: Sandra R. Harrell, 600 E Street, NW, Suite 2400, Washington, DC 20530 not later than 4:30 p.m. EST local time on February 13th, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
