- This Amendment is in Response to a Request for Clarification from an Interested Party: Q: SUBSECTION 1.02 requires the contractor to obtain all Local, State and Federal permits. We've bid on ATON Maintenance Projects for years, why does the contractor now have to obtain those permits? Isn't the ATON Maintenance Work under a National Corps of Engineer Permit that the USCG has in it's possession already? Asking a contractor to obtain these permits is well beyond their area of expertise. A: The USCG does not have these permits in place and due to staffing shortfalls the USCG is no longer able to obtain these permits in a timely manner. We understand that this is not within an ATON contractors area of expertise, however we have incorporated in the budget the anticipated cost of the ATON contractor subcontracting this work to an experienced environmental firm. The cost of this anticipated subcontract should be included as part of your proposal price.
