- TSA intends to award a sole source IDIQ to The MITRE Corporation for System Engineering and Assessment Services in support of the Office of Transportation Threat Assessment and Credentialing (TTAC). This procurement action is authorized by the Aviation and Transportation Security Act (ATSA) of 2001, Public Law 107-71, specifically 49 U.S.C. ? 114 (j), (m) and (o), 49 U.S.C. ? 106 (l) (6) and the Federal Aviation Administration (FAA) Acquisition Management System (AMS). The AMS Policy, Section 3.2.2.4 authorizes single source awards where there is a rational basis for the award based on actions such as emergencies, standardization, and only source available to satisfy requirements within the time frame required, which is necessary and important to the TSA?s mission.
